Desenrola 2.0 recorded a record volume of renegotiations in the first weeks of operation. According to the Minister of Finance, Dario Durigan, more than R$10 billion in debts were renegotiated, benefiting more than 1.1 million people.

For Thiago Godoy, presenter of Resenha do Dinheiro, the program helps indebted families, but does not solve the structural credit problem in the country.

"Desenrola is important because it relieves many families that are in the red. But it works as a medicine, not as a cure for the problem", says Thiago.

In addition, Bernardo Pascowitch, founder and CEO of Yubb, warns that recurring renegotiation programs can create negative incentives for some consumers.

"Renegotiation programs can help in the short term, but they should not be seen as a permanent solution to debt. At some point, these initiatives may cease to exist and the consumer's financial situation may deteriorate before then", says Bernardo.

Marilia Fontes, founding partner of Nord Investimentos, assesses that the problem is the incentive that ends up being given to bad payers.

"The high interest rates on revolving credit are explained by default, the banking spread and the costs of the financial system. When renegotiation programs become recurrent, some consumers start to count on future discounts", he observes.

According to her, the cost of this risk ends up being distributed throughout society through higher credit rates.

Thiago considers, however, that the problem is not only in consumer behavior, but also in the way credit is offered in the country.

"There is a defaulting credit borrower, but there is also a very aggressive offer of credit. I agree that programs like this can encourage non-payment, but those who generate this huge volume of credit are not just those who borrow money", he says.

The solution involves combining financial education with greater regulation of credit supply, according to Godoy.

"It's not one thing or the other. We need more financial education, but we also need more regulation on the supply of credit. The two things need to go together", he concludes.
