Congress will debate the age of criminal responsibility, the BC's PEC and the name of the CNJ this week

After a week empty due to the Corpus Christi holiday, the National Congress should resume this week the normal rhythm of voting and in-person parliamentary activities.

The Senate has planned a "concentrated effort" to vote on the nomination of Benedito Gonçalves to the CNJ (National Council of Justice). In the plenary, the project on the renegotiation of rural debts is also on the agenda on Wednesday (10).

The House should also begin discussions on the end of the 6×1 scale with the expectation of a meeting of party leaders and the president of the Senate, Davi Alcolumbre (União-AP), on Tuesday (9).

Senators can also vote on the Central Bank's so-called PEC, included on the agenda of the CCJ (Constitution and Justice Commission) on Wednesday. The text, however, is not the target of consensus and the vote has already been postponed several times.

In the Chamber, deputies must resume analyzing the proposal that reduces the age of criminal responsibility in the country. The PEC (proposed amendment to the Constitution) is the only item discussed at the CCJ on Tuesday. The government base is against the matter and should seek to block the vote. The text is defended by the opposition.

The agenda for the Chamber plenary has not yet been defined, but the deputies are pending the analysis of the so-called "fuels bill". The project entered the House's agenda last week, but was not voted on due to lack of agreement on part of the text. The proposal aims to create a fiscal solution to contain fuel prices driven by the conflict in the Middle East.

Concentrated effort
Alcolumbre announced, last week, the concentrated effort to analyze the nomination of Benedito Gonçalves to the CNJ. On May 20, he was approved for the position by the CCJ, where he underwent a hearing. On the same day, however, the vote in the plenary was canceled by Alcolumbre, who assessed that there was not a sufficient quorum.

At the time, of the 67 senators present, only 59 registered a vote. The number was lower than that recorded in previous deliberations on authority nominations. For approval, 41 votes are needed. For this reason, the president of the Senate canceled the vote and announced, last week, the new analysis date.

"We are going to convene a session of concentrated effort with the physical presence of male and female senators with a single purpose and a single reason: to vote on the last and only pending authority for deliberation with the physical presence of male and female Senators, so that we can all release ourselves from the deliberation of an important nomination", announced Alcolumbre in the plenary, on Tuesday (2).

Reduction in working hours
The proposal to end the 6×1 scale - six days of work and one day of rest - should begin to be debated by senators this week, but there has still been no order from Alcolumbre.

The president of the Senate stated that the PEC must undergo analysis in committee, but must align the process with party leaders during a meeting this week.

An alternative text, sponsored by the opposition and which determines remuneration per hour worked, has already been sent to the CCJ. As CNN showed, the proposal on reducing working hours should have priority in the committee's analysis, however.

Considered an electoral asset, the PEC was approved in the Chamber in the last week of May. The government is also in a hurry and considers the issue a priority. Alcolumbre, however, has already signaled that the Senate will not just act as a "stamp" House and must suggest adjustments to the text.

The president of the Senate is experiencing a tense relationship with Planalto, which has deteriorated since the rejection of Jorge Messias's name for a vacancy in the STF (Supreme Federal Court).
