Conar recommends suspension of three bet ads broadcast on CazéTV during the World Cup

Conar (National Advertising Self-Regulation Council) recommended, on Friday (26), the suspension of three betting house advertisements broadcast in merchandising actions on CazéTV during World Cup broadcasts.
The recommendation refers to three specific pieces, already shown, linked to the companies KTO, Betnacional and Bet365. According to Conar, the ads brought offers of specific types of betting presented by narrators, presenters and commentators during the games.

The lawsuits were opened on Thursday (25), following a consumer complaint. The council informed that it will analyze whether the pieces could mislead the public about essential information about the offers, such as the real chance of winning in bets.
CazéTV was contacted by g1, but did not respond until the publication of this report. The space remains open.

"The representations mainly question whether the content of the advertisements would lead to errors regarding the essential information of the offer, the possibility and probability of winning, and could violate the Brazilian Code of Advertising Self-Regulation (CBAP) and the legislation in force", says the note from Conar.
In practice, the preliminary suspension of Conar works as a preventive measure: three specific pieces of bets, already shown on CazéTV, must go off the air until final analysis of the case. After the companies' statements, the Ethics Council assesses whether there was an irregularity and may archive the processes, request adjustments or recommend the withdrawal of the advertisements.
"Although the offers subject to the advertisements under analysis have already expired, dealing with games in live broadcasts, the recommendation indicates a possibly irregular association, constituting a relevant guide until the assessment of the merits of the matter", stated Conar.
The council also highlighted that, since December 2023, the Brazilian Advertising Self-Regulation Code has specific rules for betting ads. These standards state that the sector's advertising must be clear about its commercial nature, cannot mislead the consumer about chances of winning, must avoid pressure to bet and must protect vulnerable audiences, especially children and adolescents.
What are the next steps
The companies involved will have a statutory deadline of five calendar days to present a statement of defense. After that, the cases will be analyzed by the Conar Ethics Council.
The Ethics Council has around 200 members. Each process is analyzed by a rapporteur and then taken to a group of advisors. The decision is collective and taken by at least 12 members.
In the analysis, the council can close the case, recommend changes to the advertisement, request cuts in specific sections or recommend the entire removal of the piece. There may also be a warning to the advertiser. The parties can still appeal in two instances, but Conar's recommendations must be complied with in the shortest possible time.
According to the council's internal deadline, the decision in the first instance usually occurs within approximately 40 days from the opening of the process, but the rapporteur does not have a fixed deadline to present the case.

Conar is a private advertising self-regulation entity.
The body is not linked to the government and does not impose fines, but it analyzes complaints about campaigns and can recommend changes, suspension or withdrawal of advertisements considered irregular.
The council is made up of representatives of the advertising market, such as advertisers, agencies and media outlets, as well as consumer representatives.
Conar's decisions do not have the force of law, but they usually have a practical effect on the market.
