CNJ approves single paycheck for magistrates to control pendulics

The CNJ (National Council of Justice) unanimously approved Minister President Edson Fachin's proposal to implement the requirement for a single paycheck throughout the Judiciary. Courts will have 60 days to adapt to the new rules.

The measure seeks to increase control over payments and facilitate the identification of irregularities relating to compensation funds, also known as "hangings".

At the CNJ plenary session this Tuesday (26), Fachin stated that the adoption of the single paycheck will allow for greater transparency of all receipts.

"What is paid with public money cannot be hidden in multiple sheets [...] Transparency is not a threat to the judiciary. On the contrary, it is our greatest shield, showing society what we receive clearly is the best way to defend our legitimacy and increase credibility", stated the minister in a vote.

According to him, the approval of the resolution is an important step towards a more modern, honest and connected judiciary with the expectations of Brazilian society.

"The single paycheck will allow greater transparency of all receipts. And at the same time, it will make the judiciary effectively show society what it receives for the important services provided to the Brazilian people. We are adopting a method so that all of Brazil knows in a simple and quick way how much the judiciary is paid", he argued.

The single paycheck is defined as the official document (physical or electronic) that consolidates, in an integral and inseparable manner, all the funds (remuneration or compensation) owed to the judge that month.

With the new proposal, the issuance of any parallel or complementary payment document is prohibited.

The single payslip must detail in detail and in a single document the salary, compensation amounts (hangings), exceptions to the constitutional ceiling and functional liabilities, which are outstanding payments from previous months.

In addition, the proposal creates a fixed list of "names" for each budget, which must be used by all members of the judiciary.

The objective is to prevent each court from giving a different name to the same type of aid or bonus, making it easier to control and identify irregularities.

According to a survey by the CNJ, an audit carried out in courts identified more than 500 different records of compensation payments made under different names.
