City Hall opens public consultation on electric bikes and scooters in SP

The City of São Paulo opened, this Sunday (24), a public consultation to receive suggestions and opinions from the population on the regulation of ordinary and electric bicycles, electric scooters and other motorized equipment in the city. People will be able to participate until June 8th through the Participe+ platform.

The proposal is to limit the speed of vehicles in cycle lanes and cycle paths and determine some rules related to self-propelled equipment, that is, with its own engine, such as electric scooters, scooters, electric skateboards and unicycles.

See the main points proposed in the regulation:

- Bicycles, electric bicycles and self-propelled equipment may circulate on cycle paths, cycle lanes on common roads and cycle paths with a maximum speed of 20 km/h; have regulated speed of up to 40 km/h.

Prohibitions
In addition, the proposal also suggests prohibiting the circulation of electric scooters on roads with speeds exceeding 40 km/h, on sidewalks and sidewalk areas, pedestrian areas or areas shared with pedestrians and bicycles.

Another point raised is the circulation of bicycles and electric bicycles on common roads that have a maximum regulated speed of up to 50 km/h, when there is no specific area for this type of movement.

However, driving on fast-moving lanes and on highways without shoulders or dedicated lanes remains prohibited.

To access the proposal through the Participe+ platform, simply search for "Participate+" on the search engine. On the website, look for the "public consultation" tab in the top bar of the screen. You must click on the "Ordinance on the circulation of electric and self-propelled bicycles".

In the "Review" tab of the participation stages, the text of the proposal will be available and, at the end of the page, you can leave your opinion using the "opinion" button.

You can choose to change or include decisions, in addition to leaving comments. However, you must quickly register on the city hall platform.

In addition, in the "Preliminary version of the document" tab, you can access suggestions left by other people using the "See all suggestions" button.

Accidents
The number of cyclists killed in traffic accidents between January and September 2024 in São Paulo increased by 46.8% in almost 10 years. According to Infosiga, a Detran (State Department of Traffic) platform, the state calculated one death every 19 hours.

In the city alone, there was an increase of 26.9% in deaths compared to 2023 and 73.68% compared to 2015.

In the four months of 2026, São Paulo recorded 8 cyclist deaths, representing 14.3% compared to the same period of the previous year.

In relation to the annual number, since May 2025, Infosiga has recorded 260 collisions and 78 pedestrian accidents involving cyclists.

The expected standards implemented will be monitored by CET (Traffic Engineering Company).
