Chamber Committee must vote on project that authorizes driver's license from 16 years old
The special committee of the Chamber of Deputies that debates changes to the CTB (Brazilian Traffic Code) is expected to vote, this Wednesday (17), on the bill that proposes that 16-year-olds be allowed to drive. The session is scheduled to start at 2pm. If approved, the proposal will go to the House plenary for analysis.
The text, presented in 2014, has as rapporteur deputy Áureo Ribeiro (Solidariedade-RJ). The opinion determines that young people over 16 years of age will only be able to drive on urban roads between 5 am and midnight. For cars, driving must be done with the accompaniment and supervision of an adult driver, licensed for at least two years. In the case of motorcycles and scooters, authorization would be limited to models up to 150 cm³.
The text also determines the creation of the Emergency Financial Support Program for Traffic Schools to help mitigate the impacts of changes in driver training that have been implemented in recent years. According to the rapporteur, this has affected the functioning of CFCs (Driver Training Centers), the former driving schools.
The program would provide support of R$1,000 per month per traffic instructor for schools registered with traffic agencies.
Another highlight of the report is the inclusion of rules aimed at the circulation of autonomous and semi-autonomous vehicles. These cars are capable of driving autonomously. The resource is currently prohibited in Brazil. According to the rapporteur, there is currently a regulatory gap involving emerging technologies, including autonomous vehicles, electric bicycles and personal mobility equipment.
Another change proposed by the project is the setting of the minimum workload for practical classes directly at the CTB. The text increases the requirement to five class hours, replacing the current model defined by Contran (National Traffic Council) regulations.
The opinion also provides for the possibility of practical classes and exams being carried out in accredited traffic schools, as long as there are audit and control mechanisms.
Coexistence between training centers and autonomous instructors is also proposed, as long as safety requirements are met, such as vehicles equipped with dual command and monitoring of activities. These measures meet the demands of driving school owners.
The rapporteur also suggests changes to the psychological assessment, which would be required for all driver's license renewals, and not just for the first license or in specific situations, as is currently the case.
