Chamber approves PL that makes incentives for the recycling industry permanent

The Chamber of Deputies approved this Wednesday (8) the bill that makes tax incentives for the recycling industry permanent. The text now goes to the Senate.

The idea is that all projects in the recycling production chain approved by the Ministry of the Environment benefit. The text removes the five-year period for deducting Income Tax from expenses on projects under the Recycling Incentive Law.

According to data from the Ministry of the Environment, the Recycling Incentive Law brings together 2,340 registered projects, which total R$4.82 billion in intended investments. Of this total, 1,340 projects, worth R$3.06 billion, were sent for analysis, of which 428, corresponding to R$949.9 million, have already been assessed by the Ministry, with 317 approved, worth R$695 million, and 111 rejected, worth R$254.9 million.

O relator do texto na comissão de Meio Ambiente, deputado Nilto Tatto (PT-SP), lembrou que a lei original sofreu um atraso de mais de três anos até ser regulamentada. According to him, this would have "drastically" reduced the benefit's effectiveness time.

"As it was only in December 2024 that Ibama regulated the standard, there was only a two-year period left to take advantage of this incentive", noted Tatto.
