CBIC: Bureaucracy and licensing are the current villains of civil construction

During the National Meeting of the Construction Industry, the president of the Legal Council of the CBIC (Brazilian Chamber of the Construction Industry), Felipe Melazzo, warned that excessive bureaucracy in real estate licensing is still one of the biggest obstacles to urban development.

Melazzo highlighted that the size of Brazil alone worsens the scenario, as each of the more than 5,000 municipalities and federative units have their own legal and administrative peculiarities.

"China has much more generalized rules for housing. In Brazil, each state is a state and each municipality is a municipality", he stated, emphasizing that regulatory fragmentation "confuses the market and makes development difficult".

To address the problem, the entity has been promoting the "Destravando as Cidades" program, an initiative designed to positively impact Brazilian municipalities. During the event's panels, cases of squares that are already reaping results by simplifying their procedures were presented.

Among the positive examples, the executive cited Fortaleza, where the licensing process became faster and more efficient, and Uberlândia, which reduced waiting times to around six months through simplification. Goiânia is another capital that is moving in the same direction to reduce bureaucratic barriers in civil construction.

As a definitive solution to accelerate investments, Melazzo pointed to the need to modernize local legislation. "More flexible and comprehensive master plans for entrepreneurs and buyers will be very beneficial", defended the president of the Legal Council.
