ANTT denies canceling 800 thousand fines on Rio-Santos free flow
ANTT (National Land Transport Agency) denied, this Thursday (28), having canceled around 800 thousand fines related to the free flow electronic toll system on BR-101/RJ (Rio-Santos) after alleged system failures.
The information about the cancellations was given by the agency's administrative management superintendent, Eduardo Marra, during a hearing in the Chamber of Deputies in Brasília, this Wednesday (27).
In a press release, the agency reported that the information was disclosed incorrectly and that, in fact, the numbers refer to fines that have already been settled by users and which, therefore, are listed as cancelled.
"There was no decision by ANTT to definitively cancel fines for alleged operational failures of the free flow system, but rather due to the provisions of CONTRAN Deliberation nº 277/2026", says the statement.
The agency also stated that the cancellations took place within the rules set out by Contran, which established a deadline of 200 days for the payment of fines in the Free Flow system.
ANTT ends by explaining that the measure remains national in nature and that there was no "generalized amnesty or unrestricted cancellation of fines". The agency also explains that if payment of the fare is not regularized as scheduled, the processes must proceed normally and may generate fines and points on the driver's CNH (National Driving License).

As a way of expanding the electronic toll model, the Federal Government plans a new measure aimed at drivers.
The government argues that there were failures in communication with users and an accelerated growth in the number of fines, carried out irregularly, by Free Flow.
As a result, a new measure was published last April. The decision determines that drivers who failed to pay tolls in the free flow system will have until November 16th to regularize the situation without suffering penalties. Until then, the fines are suspended and will only come into effect if payment is not made within the deadline.
On the other hand, drivers who have already paid off infractions for evading electronic tolls will be able to request a refund from the body responsible for the assessment in each state. In addition to the amounts, the points in the wallet will also be canceled.
After that, the new proposal is for the driver to receive a notice on their Digital CNH about an hour after passing through a section with automatic charging, with trip information and a payment link. This method will be used to strengthen communication between the driver and the toll system.
