ANP opens consultation and hearing on ethanol rules

The ANP (National Agency for Petroleum, Natural Gas and Biofuels) published, this Tuesday (26), a notice of consultation and public hearing on changes in the regulation of the sale of anhydrous fuel ethanol and the formation of stocks for the sugarcane off-season.

The notice deals with a proposed amendment to ANP Resolution No. 946/2023, a rule that establishes rules for the sale of anhydrous fuel ethanol and for the creation of stocks during the period of lower production in the sugar-energy sector.

According to the ANP, the measure is part of action 4.10 of the 2025-2026 Regulatory Agenda. The objective of the public consultation is to receive contributions from economic agents, consumers and other interested parties on the draft resolution and the technical documents that support the proposal.

The public consultation will be open for 45 days from the publication of the notice in the Official Gazette of the Union. Contributions must be sent exclusively through an electronic form available on the agency's portal.

The public hearing is scheduled for August 3, in virtual format. During the meeting, the ANP Distribution and Logistics Superintendency will present the topic and, afterwards, there will be space for participants to express their opinions.

Those interested in participating as exhibitors or listeners must register by July 20th, also via the agency's website. Each exhibitor will have a time defined by the audience chair and will follow the order of registration.

The ANP also informed that it intends to publish the report on the contributions received within ten working days after the end of the public consultation. The public hearing report must be released within 30 days after the event. The agency's final position on contributions will be published after deliberation by the Collegiate Board.
