Aneel removes process on cutting power generation from the agenda

Aneel (National Electric Energy Agency) removed from the agenda of its board meeting this Tuesday (16) the process related to the improvement of the standard regarding the criteria for reducing or limiting electrical energy generation in the SIN (National Interconnected System), which is reported by director Agnes Costa.

the process will be debated again in an extraordinary meeting next Monday (22), at 1 pm.

In a note, the agency stated that the withdrawal occurred after the body considered it necessary to be present at the public hearing in the Federal Senate that will discuss blocking the budget of the Regulatory Agencies, scheduled to take place this Tuesday morning.

According to Aneel, the topic "requires priority institutional monitoring by the Agency".

If approved, the consumer will have to pay the bill, as the curtailment compensation will be made through the ESS (System Service Charge), which is passed on to the electricity bill.

Generation cuts occur for three reasons: the lack of transmission infrastructure, such as damaged or delayed lines, in which the generator can be compensated for not being responsible for the problem; when transmission lines reach capacity limits and energy cannot be transferred; in addition to excess supply in relation to demand.

In total, the cuts add up to more than R$4 billion for wind and solar plants.

In the last two cases, there is no right to compensation.

In addition, as shown by CNN, the sector is awaiting a term of commitment from the Ministry of Mines and Energy so that they can be reimbursed for the losses caused by generation cuts.

According to ABEEólica, an association that represents companies in the wind sector, the agreement could allow reimbursement of between R$3.5 billion and R$4 billion to the segment, reducing the negative impact on last year's balance sheets, when the average cuts were above 25%.

Understand the process
Aneel seeks to establish guidelines for the ordering of maneuvers to reduce or cut generation (or curtailment, in the sector's jargon) - when solar and wind plants are forced to interrupt their generation due to limitations of the electrical grid or momentary excess of supply.

The new rules, which will be handled by the agency, are part of the discussions in Public Consultation (CP) No. 45/2019, already in the final phase.

On another front, the general director of Aneel, Sandoval Feitosa, informed the meeting scheduled for this Tuesday (16) that a review of normative resolution 1,030, which deals with mandatory cuts in electricity generation, will be carried out.

In practice, this will unlock compensation for companies harmed by the obligation to cut generation, according to parameters and deadlines established in law approved last year. The rapporteur for this process was scheduled to be drawn this Monday (15).

Sandoval Feitosa also said that Aneel will assess whether there were losses "outside what would be considered normal" to the electricity generators that were forced to make cuts last Sunday, in an emergency plan activated by the National Electric System Operator (ONS).
