Ancine investigates allegations of irregularities in the production of Dark Horse

Ancine (National Cinema Agency) initiated a formal procedure to investigate possible irregularities involving the production of the film "Dark Horse", a work that portrays the story of former president Jair Bolsonaro (PL).

In a note to CNN Brasil, the agency reported that the investigations are in the evidentiary instruction phase, a stage in which whistleblowers and those involved can present documents and allegations before an administrative decision.

The investigation was opened after complaints were formally forwarded to Ancine. The agency reported that it has already notified the production company Go Up Entertainment, registered since July 2025 as a Brazilian producer in the agency's database.

Among the points analyzed are the classification of the work - whether Brazilian or foreign - and the role played by the producer in the project - whether directly responsible for production or contracted by a foreign production company.

According to Ancine, this definition is decisive in establishing which legal obligations should have been fulfilled during the making of the film.

The agency highlighted that foreign filming carried out in Brazil must be previously communicated to Ancine. In the case of "Dark Horse", however, there was no communication or request for authorization related to the recordings.

Ancine also stated that, to date, there is no request to register the work in its database. Registration and issuance of the Title Registration Certificate (CRT) are requirements for a film to be shown commercially in Brazilian cinemas and receive an indicative rating from the Ministry of Justice.

"To date, the agency's database does not include a request to register the work, an obligation that applies when the film is commercially exploited in Brazil, in accordance with current legislation. In this sense, Ancine does not have information on the production, financing or technical details of the film", he added.

According to the agency, there is still no conclusion on possible irregularities or definition of sanctions. If infractions are identified, Ancine stated that it may adopt the measures provided for by law.
