Alongside Lula, interim governor of RJ paraphrases Milton Nascimento
The judge and interim governor of Rio de Janeiro, Ricardo Couto, spoke briefly at the inauguration event of the CDTS (Center for Technological Development in Health) of Fiocruz (Fundação Oswaldo Cruz). Alongside President Luiz Inácio Lula da Silva (PT), Couto recognized the importance of the action and paraphrased singer Milton Nascimento.
"My word is not a speech, it is a thank you to President Lula, the federal government, Minister Padilha, my dear friend Mario, for everything they have been doing for health. And as we finish, I will paraphrase the singer Milton Nascimento: 'I think health should go where the people are'. So, here is my thanks and I would like to make it clear that the doors of the state of Rio de Janeiro are open to any incentive for health, as we are seeing here", said the judge.
With the presence of the Minister of Health, Alexandre Padilha, and the president of Fiocruz, Mário Moreira, Lula's agenda concludes the official calendar of Fiocruz's 125 years. According to Palácio do Planalto, R$370 million were invested in the CDTS headquarters building. The center develops products and technologies linked to vaccines, drugs, biopharmaceuticals, reagents and diagnostic methods for the SUS, among other technologies.

In March of this year, Ricardo Couto, then president of the TJRJ (Court of Justice of Rio de Janeiro), took over the Guanabara Palace after the resignation of former governor Cláudio Castro (PL), who left office on the eve of a trial at the TSE (Superior Electoral Court), which analyzed actions to make Castro ineligible for eight years for alleged abuse of political and economic power in the 2022 elections.
The resignation was read as a maneuver to force the election in Rio to take place indirectly, via Alerj, where Castro would be able to make a successor due to having majority support.
The majority of the court would also have voted to revoke Castro's diploma. In this scenario, as he would be impeached, the election should take place directly, with the population choosing. The score on cassation, however, was not clarified by the publication of the trial ruling, which was demanded by minister Flávio Dino and used as an argument for the request for review.
Since taking office, Couto began a fine-tooth comb of state government contracts, focusing on structural review and rationalization of expenses, with the aim of streamlining the public machine.
According to sources interviewed by CNN, most of the dismissals were motivated by functional inconsistencies, such as the absence of attendance records and the lack of criteria for carrying out certain functions.
