The president of the Senate, Davi Alcolumbre (União-AP), scheduled for next Tuesday (30) the analysis of the proposal that guarantees special retirement for community health agents and could cost at least R$ 28 billion to the public coffers.

The text is seen as one of the "bomb agendas" being analyzed in Congress, that is, with a high fiscal impact.

As CNN Brasil showed, Alcolumbre had already signaled the advancement of the PEC (Proposed Amendment to the Constitution), after initially resisting addressing the matter. In plenary, the senator declared that he cannot be "the only villain" in the country for stopping the processing of proposals that impact public coffers.

Senators in favor of the PEC are pressing for a special calendar that guarantees the conclusion of voting, in two rounds, on the same day.

The normal process of a PEC in the plenary involves at least five discussion sessions. The intention of defenders of the text, however, is to seek a quick deliberation. For the approval of a PEC, the votes of 49 senators are required, in two rounds.

According to the Ministries of Finance and Planning and Budget, the PEC increases the financial insufficiency of social security systems by R$3 billion per year.

"The estimates combine revenue waivers and mandatory expenses, including equalization of interest rates and social security impacts, which directly affect public accounts", they stated in a note released on June 11.

The folders highlighted, however, that the effective impact in each exercise may be greater. In plenary, on June 17, Alcolumbre also stated that he had requested estimates of the impact of the PEC.

"I received a document from the National Confederation of Municipalities, informing the Presidency of the Federal Senate that the impact of this matter could be R$69 billion. The Ministry of Social Security of our country, from Brazil, said that the deficit in the general regime and in its own regimes will be around R$28 billion, in addition to an increase in its spending by R$24 billion over the next ten years", he said.

Understand the proposal
The PEC was approved by the plenary of the Chamber of Deputies in October last year and guarantees full retirement to community health workers and agents fighting endemic diseases. The text received approval from the Senate's CCJ (Constitution and Justice Commission) on June 10.

According to the text, the retirement age will be 57 years for women and 60 years for men, for those who have 25 years of contribution and activity. The proposal, however, creates transition rules until 2041 for those who entered the activity until the future enactment of the change.

For active agents who have contributed 25 years by 2030, special retirement will be guaranteed with a minimum age of 50 for women and 52 for men.

Then, every five years, the minimum age will be increased by two years and, thus, from 2041 onwards, the minimum ages will be 57 for women and 60 for men.

The text also extends the guarantee of special retirement to indigenous sanitation agents and indigenous health agents.

Under the current rule, consolidated after the Social Security reform, the retirement age is 62 years for women and 65 years for men. According to the PEC, the different age is justified by the risks inherent to the functions performed by health agents.
