Agricultural Front meets with Durigan today for PL of rural debts

The FPA (Agricultural Parliamentary Front) is expected to present, this Tuesday (7), to the Minister of Finance, Dario Durigan, alternative proposals to the project that proposes the renegotiation of the debts of rural producers in the country.

There is an expectation that a provisional measure will be presented by the Executive. The meeting was agreed last week by the president of the Chamber, Hugo Motta (Republicanos-PB), the Minister of Finance and the leader of the government in the House, deputy Paulo Pimenta (PT-RS).

The government's idea is to "seek an understanding" about the text that has a high fiscal impact on the Union's budget. The Front will defend the text as it is, as they understand that the PL is an achievement amid production problems, especially the extreme weather events that hit Rio Grande do Sul in 2024.

In addition to the economic team and member of the agricultural bench, the meeting will also have the participation of Hugo Motta and the project's rapporteur, deputy Afonso Hamm (PP-RS). The main names present will be those of deputies Pedro Lupion (Republicanos-PR), Alceu Moreira (MDB-RS), Arnaldo Jardim (Cidadania-SP) and senator Tereza Cristina (PP-MS).

"Let's be affirmative that the PL is an achievement, both in the Chamber and in the Senate, by agreement and debated throughout Brazil. It is a structural project, necessary for Brazilian agriculture and, fundamentally, for agriculture in Rio Grande do Sul, for agriculture, for production and for all the climate problems that we have had, especially in Rio Grande do Sul", Hamm told CNN.

The project has already been approved by the Chamber, but underwent changes in the Senate that expanded its scope and, therefore, was returned for analysis by deputies.

The text authorizes the creation of special lines to renegotiate debts of rural producers affected by climate losses and economic difficulties, using public resources to finance operations.

The proposal foresees a series of sources of resources, including the pre-salt FS (Social Fund), the FNO, FNE and FCO (Constitutional Financing Funds for the North, Northeast and Center-West), surplus funds supervised by the Ministry of Finance and the possibility of issuing bonds by the National Treasury for debt extension operations.

The government estimates that the impact could be R$140 billion for public coffers in 13 years. The FPA, however, predicts a smaller impact of R$65 billion during the same period.
