6X1 PEC is valuing legislation, not negotiation, says professor
The PEC that proposes the end of the 6×1 scale is prioritizing legislative imposition to the detriment of collective bargaining. This is the assessment of José Pastore, sociologist and retired professor at USP (University of São Paulo), in an interview with WW.
"The PEC is not valuing negotiation very much, it is valuing legislation, that is, the idea is to impose both the journey and the scale in this short space of time", he assessed.

According to him, shifts involve the morning, afternoon and night periods, and the reorganization of this system cannot be done in a hurry.
The 60-day period provided for categories such as metalworkers and traders to revisit their conventions and collective bargaining agreements was questioned by the expert. For him, this interval is unusual and insufficient given the complexity that the process requires.
Scale imposed for the entire economy
Pastore also criticized the scope of the measure. "There is no point in putting a straitjacket in terms of scale and also in terms of journey for the entire Brazilian economy", he stated.
He explained that the rule would apply equally to a beauty salon, a steel factory, a pharmacy and a poultry farm - sectors with completely different dynamics.
The expert also highlighted that the Brazilian job market is highly diversified. According to him, the CBO (Brazilian Classification of Occupations) records approximately 2,400 different occupations, each with its own peculiarities.
Pastore stated that he had never found in international literature a country that legislates on work schedules in the way that Brazil is proposing to do with the PEC.
