Cape Verde foresees rare earths from 2030 and seeks US$460 million

Cabo Verde Mineração expects investments of around US$460 million to develop its rare earths project in the south of Minas Gerais and expects to start production on a commercial scale from 2030.

The information was confirmed by the company's CEO, Túlio Rivadávia, in an interview with Mapa da Mina, CNN's weekly mining program. Cape Verde presents itself as 100% national capital.

The company operates in areas close to the Poços de Caldas alkaline complex, one of the regions that most attract rare earth projects in the country. The asset is still in the mineral research phase, but the company states that it follows international certification standards and intends to publish a first resource estimate in the coming months.

"I believe that on an industrial scale, we will have the plant operating by 2030, being optimistic", said Rivadávia.

Rare earths are a group of elements used in chains considered strategic, such as permanent magnets, electric cars, wind turbines, electronic equipment and defense systems. The market has gained relevance in recent years amid attempts by the United States, European Union and other countries to reduce dependence on China, which concentrates central processing and refining stages.

According to Rivadávia, Cape Verde needs to know how to navigate this geopolitical environment and talk to different market players. The executive stated that the company is looking for financial partners.

The CEO said that the company has no immediate interest in going public or following the path of other rare earth projects that use the stock market to finance exploration.

According to him, before a more robust capital inflow, the company needs to declare resources in internationally accepted standards, such as JORC and NI 43-101.

"For us to certify these resources in these organizations, it requires a very high cost, because you have to invest in quality people who come from outside, you have a double check of everything that is AQC", he stated.

Cabo Verde intends to publish in the coming months a first inferred mineral resource estimate for the Caconde target, one of the most advanced areas of the company's rare earths project in the south of Minas.

Certification is considered a central step for mining projects because it allows the market to assess the volume, grade, economic potential and geological risk of an asset. In the case of rare earths, this step gains even more importance because viability depends not only on the total content, but on the composition of the basket of elements, metallurgical recovery and the processing route.

Cape Verde has positioned itself as one of Brazil's bets in the race for critical minerals.

The company claims to be developing a project in ionic clays, a type of deposit that may have a different processing route than traditional hard rock mining. The thesis is that this model can facilitate the extraction of higher value elements, although economic viability still depends on testing, scale, licensing and financing.

Rivadávia also defended the strengthening of the CBRR (Brazilian Resources and Reserves Commission), a Brazilian entity focused on standardizing declarations of mineral resources and reserves.

"We need to revitalize the CBRR, which is the Brazilian Resources and Reserves Commission. We have a body in Brazil competent for this, for our projects. I don't understand why we have to wait for the international standard", he stated.
