The Ministry of Agriculture and Livestock (Mapa) maintains a positive outlook for negotiations with the European Union and believes it is possible to build an agreement that avoids restrictions on Brazilian meat exports due to the irregular use of antimicrobials. The assessment is made by the department's executive secretary, Cleber Soares.
According to Soares, the Brazilian government is still negotiating with European authorities a transition protocol to meet the bloc's new requirements related to the use of antimicrobials in animal production.
"The matter is on the agenda of negotiations and our expectation is to move forward positively due to the good relationship between Brazil and the European Union", he stated.
Soares explains that the conversations involve not only health issues, but also commercial topics, such as the expansion of Brazilian sugar and ethanol exports to the European market.
Strategic market
Although the European Union accounts for less than 5% of Brazilian meat exports, the secretary highlights that the bloc continues to be a strategic market, mainly due to the higher added value paid for the products.
According to him, the government is working to preserve this market while expanding opportunities in other international destinations.

"Japan pays better prices for certain cuts, Mexico has opened an important market for Brazilian meat and African countries have also been increasing demand, especially for chicken meat", he said.
Still, the Ministry considers it important to reach an understanding with the Europeans, avoiding impacts on the image of Brazilian meat on the international market.

Health system
For Soares, the demands of the European Union do not call into question the quality of Brazilian agricultural defense.
"Brazil has an extremely robust agricultural defense system. This cannot, under any circumstances, denigrate the quality of our health control."
He recalled that the country has one of the largest health surveillance programs in the world and highlighted the speed in controlling recent episodes, such as cases of avian influenza.
According to the secretary, Brazil exports around 43% of chicken meat sold globally, a result that, according to him, demonstrates international confidence in the national health system.
Transitional rule
Soares explained that one of the alternatives under discussion is to establish a transitional rule to meet new European requirements.
In the secretary's assessment, adaptation is simpler in the chicken chain, whose production cycle is approximately 40 days, while beef farming requires between 18 and 20 months to complete the cycle.
"We are precisely discussing a transition so that this process occurs in an organized manner, without compromising the competitiveness of the sector."
The secretary, who participated in Veja Fórum Agro this Tuesday (16), highlighted that negotiations are taking place at a technical and diplomatic level, involving the Ministry of Agriculture, Itamaraty and the Presidency of the Republic.
