The mineral sector welcomed the launch of the PNM 2050 (National Mining Plan 2050), but demands concrete instruments from the federal government to transform the document's guidelines into effective public policy measures.


In its position on the plan, ABPM (Brazilian Association of Mineral Research and Mining) states that PNM 2050 represents an institutional advance by placing Brazilian mining within a long-term strategy.


The entity, however, assesses that the text still remains predominantly a guiding plan, without sufficiently detailing how the goals will be implemented.


The document was launched by the MME (Ministry of Mines and Energy) as a type of strategic map to guide the Brazilian mineral sector until 2050. The next stage will be the elaboration of a Goals and Actions Plan, which should detail priorities, deadlines, responsibilities and concrete measures to execute the objectives set by the government.


In ABPM's assessment, this second document will be decisive in defining whether the PNM 2050 will be able to leave the field of general guidelines and become an effective public policy.


The association states that the plan does not yet clearly establish funding sources, institutional roles, executive schedules, quantitative targets, performance indicators or regulatory priorities.

"Although the Plan presents consistent guidelines, it does not establish, in a sufficiently clear way, the sources of financing, does not distribute institutional roles and responsibilities, lacks executive schedules, as well as does not define quantitative goals, performance indicators, or regulatory priorities", says the note signed by Luís Maurício Azevedo, President of the ABPM Deliberative Council.


The entity also defends that the implementation of PNM 2050 is aligned with the future legal framework for critical and strategic minerals, currently being processed in the Federal Senate.


Another point highlighted by the association is the need to strengthen the ANM (National Mining Agency). According to ABPM, the governance provided for in PNM 2050 will depend directly on the agency's operational capacity, which still faces limitations in terms of personnel, budget, regulatory liabilities and the need to modernize inspection processes.


The entity also states that the value addition agenda, one of the plan's priorities, cannot be attributed solely to the mineral sector.


For ABPM, the verticalization of the chain depends on a broader industrial policy, with tax incentives, competitive financing, available energy, logistics infrastructure, technological development, workforce training and attraction of industries that consume minerals.


In its position, the association states that the international geopolitical moment offers Brazil a historic opportunity, given the search by large economies for safer chains of critical minerals.
