Minister of Finance asks for attention to bomb agendas and says that expanding tax immunity for churches increases taxes for everyone

The Minister of Finance, Dario Durigan, asked this Tuesday (9) for attention to the so-called bomb agendas that are being processed in the National Congress. According to him, possible increases in spending, or losses in revenue resulting from its approval, could make the country "ungovernable" in the future.
In an exclusive interview with Uol News, he cited three examples: the discussion about expanding tax immunity for churches (allowing them not to pay consumption tax); the increase in the civil service ceiling and, also, the renegotiation of rural debts.
"There is a discussion in the Chamber about expanding exemption for religious entities, which already have immunity today, but for consumption tax purposes. If approved in the Chamber, we will have, in the tax reform rate, a 1% increase in national VAT", said the Minister of Finance.
The logic is that, if churches are also exempt from consumption tax, the rest of the population, to compensate for this loss of collection, you will have to pay an additional percentage point in its place. At 26.5%, the estimated rate for the Brazilian economy is already one of the highest in the world.
With the reform, the federal PIS, Cofins and IPI (for most products) will be gradually abolished, in addition to the state ICMS and municipal ISS.
In their place, three new taxes will be created: the Contribution on Goods and Services (CBS), the selective tax and the Goods and Services Tax (IBS).
The CBS and selective, federal taxes begin in 2027, and the IBS (state and municipal) comes into force gradually, between 2029 and 2032.
CBS and IBS will work on the value added tax (VAT) model, as happens in the rest of the world, that is, they will be non-cumulative. This means that, throughout the production chain, taxes would be paid once for all. participants in the process.
Another change is that the consumption tax (VAT) will be charged at the "destination", that is, at the place where the products are consumed, and no longer where they are produced. The migration from origin to destination will be done gradually over decades.
The Minister of Finance also noted that, in the Federal Senate, the renegotiation of rural debt is being discussed, something that, according to the initial proposal, could have an impact of R$800 billion in ten years. good text with the senators, which would limit the fiscal impact', he added.
Desenrola 2.0
Dario Durigan also took stock of Desenrola 2.0, a program aimed at Brazilians indebted to the banking system who have a monthly income of up to five minimum wages.
According to him, more than six million people have already benefited from debt renegotiations. The minister stated that four million people, with debts of up to R$100, were "disallowed", while 1.1 million workers made cash payments to banks, after obtaining discounts from the program and 1.7 million renegotiated operations with lower interest rates.
"I think that very soon, still in June, we will reach 10 million people. I don't think it's a government that isn't looking at people's lives, considering the 2.0 development and fuel measures", added the minister.
