The data will be collected at the National Center for the Protection of Children and Adolescents, linked to the Federal Police. It was created in March through a presidential decree that regulated ECA Digital.
The center is responsible for screening information and forwarding the data for investigations by competent bodies. The PF defended that the model allows the massive processing of data, the crossing of information and integrated action between different bodies.

The ordinance will define standards and deadlines for notifications sent via social networks, said to g1 Victor Fernandes, national secretary of Digital Rights at the Ministry of Justice and Public Security. he stated.
"Defining how platform reports should be is not trivial because the volume of information is very large. Today, we receive something around 2 thousand reports per day", he stated.
The number mainly includes alerts from social networks linked to the National Center for Missing and Exploited Children (NCMEC), a non-profit entity that operates in the United States and shares data with Brazilian authorities.
Brazil received 950,000 reports of child sexual abuse, child grooming or child sex trafficking sent via social media in 2025, according to the most recent data from NCMEC. The number represents an increase of 60% compared to 2024.
The country is the 6th with the most notifications of digital crimes against minors identified through social networks, according to NCMEC. The United States appears at the top, with 2 million alerts in 2025.
With the National Center for the Protection of Children and Adolescents, Brazilian authorities now have their own system, without depending on data sent by entities from other countries.
"The idea is that the center works by sharing reports with local police authorities. The ordinance that is being drafted will organize the structure of the center, saying how the units within it will work", said Fernandes.
Inspiration from a US body
The NCMEC, an American body that serves as a reference for the new reporting center, was created in 1984 by the US Congress after a wave of child abductions. With the arrival of the internet, it began combating digital crimes against minors.
One of NCMEC's areas of action is the CyberTipline, created in 1998 to receive reports of suspected child sexual exploitation sent by citizens and digital platforms. Urgent cases are referred to law enforcement authorities.
Around 23.3 million reports of sharing of child sexual abuse material were sent by platforms to CyberTipline in 2025, which represented a 10% increase over the previous year.
Notifications are sent by US platforms such as Instagram, Facebook and Google, which are required by law to report suspected child sexual abuse material, online child grooming or child sex trafficking in their servers.
The new reporting center in Brazil has an even greater reach as it impacts more companies and has a greater list of crimes that must be reported.

Therefore, the expectation is that authorities will receive even more alerts.
"The ECA Digital decree talks about crimes against children and adolescents in a broader way, not restricted to abuse and sexual exploitation of children. The scope is broader than what we have in the NCMEC", stated Fernandes, from the Ministry of Justice and Public Security.
What the platforms say
The Brazilian Chamber of the Digital Economy (camara-e.net), which represents social networks, stated that the new center "can contribute to improving institutional coordination and forwarding complaints related to the protection of children and adolescents in the digital environment".
The entity, which has companies such as Google, Meta and TikTok among its members, also stated that the platforms "already have reporting tools, parental control resources, moderation mechanisms and support channels aimed at promoting a safer digital experience".
In a statement, the association also declared that "ECA Digital is an important milestone for the protection of children and adolescents in the online environment" and that it "follows discussions related to the implementation of regulations".
"The effectiveness of the measures depends on shared responsibility between companies, families, educators, civil society and public authorities, with emphasis on technical-institutional dialogue in the construction of effective mechanisms regarding the implementation of regulations", he said, in a note to g1.
