The PL and PT benches were the ones that signed the most requests to open a CPI (Parliamentary Commission of Inquiry) of Banco Master, according to a survey carried out by CNN. The two parties are competing today for the agenda in Congress and are seeking a leading role in the opening of a commission that will investigate the relationship between parliamentarians and fraud at Daniel Vorcaro's financial institution.
The largest group in the Chamber is from the PL and has 97 deputies. Of these, at least 86 congressmen from the current bench signed CPIs and CPMIs proposals in Congress. The significant support of congressmen from the right-wing party was also reflected in the Senate. In the Upper House, all 16 senators signed the text.
PT deputies and senators also had great support for the requests. From the bench in the Chamber, 64 of the 65 PT deputies asked for the opening of an investigation into Master's case.

Substitutes who were no longer in office and who signed the requests were not taken into account, as well as those who signed the requests but were away for medical reasons or by court decision.
CNN contacted all incumbent deputies and senators to ask for their position on opening a CPI.
In the Senate, the proportion of the bench allied with President Luiz Inácio Lula da Silva (PT) was the same as that of the PL: all 10 PT senators joined, giving priority to requests for initiative from parliamentarians linked to the left-wing political camp.

The third party with the greatest representation in the Chamber is the Union. Of the 50 deputies that make up the party in the Lower House, 32 signed the requests to open commissions of inquiry. In the Senate, the party has 3 parliamentarians and 2 have signed it.
The other congressman on the bench who did not sign is precisely the president of Casa Alta, Davi Alcolumbre (União Brasil-AP). The head of the Legislature, however, did not read the installation request and ruled out the opening of any CPI or CPMI at this time.
Under pressure from government supporters and opponents, Alcolumbre said that the decision on the agenda was up to him alone and even apologized for ruling out the installation of a commission during a Congress session.
This week, however, he complained about the charges from parliamentarians and declared that Master's financial fraud is already the target of investigations by other bodies. According to the senator, a CPMI would only serve as an "electoral platform".
"I spent four hours being attacked in the National Congress session, from right to left, about why I didn't read a CPMI application from Banco Master. The Federal Police, the Federal Public Ministry, the Brazilian Justice, everyone is investigating this", said Alcolumbre in plenary on Tuesday (2).
The fourth largest group in the Chamber is that of the PSD. Of the 48 deputies, 27 signed. In the Senate, the party has 13 seats, 9 of which met the requirements.
The fifth party with the largest representation in the Lower House is the PP, with 47 deputies. In total, 22 congressmen embarked on requests for CPIs or CPMIs. In the Senate, the support of members of the party was greater: 5 of the 7 senators formally supported the opening of investigations.
In the Chamber of Deputies, the only parties that had less than 50% of subscribers were PP and PSDB, with 47% and 39% respectively.
Other smaller benches had 100% compliance with the requests: PSOL (12), PDT (9), Novo (5), Cidadania (2) and Missão, with only 1 parliamentarian.
CNN only counted deputies and senators who were in office on May 22. Alternate congressmen who signed the requests, but who were not in office on May 22, were not counted, as well as those who signed the requests, but were away due to a court decision or for medical reasons.
As CNN showed, the National Congress accumulates eight different requests for opening CPI and CPMI, with the majority already holding the minimum number of signatures for automatic installation.
They are:
- CPI of the Master of the Chamber, articulated by deputy Rodrigo Rollemberg (PSB-DF);
- CPI of the Master in the Senate, suggested by senator Eduardo Girão (Novo-CE); Rogério Carvalho (PT-SE);
- Master's CPMI, initiated by deputy Carlos Jordy (PL-RJ);
- Master's CPMI, presented by deputies Fernanda Melchionna (PSOL-RS) and Heloísa Helena (Rede-RJ); government supporters in the Chamber, Lindbergh Farias (PT-RJ).
Political dispute
Congressmen from PL and PT dispute the leading role in an investigation in Congress and exchange accusations against each other about their involvement in the scandal involving Master. One of the most eloquent on the PT side is the party leader in the Chamber, Pedro Uczai.
In a speech at the beginning of May, the deputy used the connection of Ciro Nogueira (PP-PI) to state that the political group of senator and pre-candidate Flávio Bolsonaro (PL-RJ) was linked to the fraud.
The PT members also started to use the link between Flávio and Daniel Vorcaro as an argument after the leak of audios exchanged between the two.
The PL accuses the PT of being involved in Master's investigations. Flávio Bolsonaro published a video on social media questioning the links between Daniel Vorcaro's financial institution, the PT leadership and members of the Bahia party.
Having the presidency or rapporteurship of a CPI in Congress is the main objective of both parties. The president of a commission is responsible for processing requests for applications, scheduling meetings and putting requests for calls for hearings to a vote.
The rapporteur now writes the conclusive text of the commission and can request the indictment of other congressmen. The report is voted on by the members of a committee at the end of the work.
