Councilman Eduardo Moura (Novo), from Recife (PE), filed this Friday (5) a writ of mandamus at the state Court of Justice to try to suspend the effects of a decree that reallocated R$24.5 million from municipal employees' pensions for actions to promote events and cultural festivities.


According to the councilor, the measure was taken after information was released that the resources were redirected to expenses related to the planning of the São João festival.


Eduardo Moura also questions in the action the use of resources from Fundef (Fund for the Maintenance and Development of Elementary Education and for the Valorization of Teaching) which had already been subject to financial advances by the City Hall.

In addition to the legal action, the councilor warns that authorized expenses for cultural events grew throughout 2026. According to the parliamentarian, the Budget Law provided for around R$77 million for the area, but the value would already exceed R$144 million after successive supplements.


"The City Hall practically doubled the amount initially foreseen for parties and events. These are decisions that need to be explained to the population", he said.


When justifying the writ of mandamus, the councilor stated that the initiative seeks to preserve resources intended for the payment of retirement and pensions for municipal employees.

"I ask for the support of the Pernambuco Court to prevent an absurdity like this from happening. This affects the elderly, it affects retirees who have worked their entire lives at Recife City Hall. Their money cannot be used for parties", concluded Moura.


To CNN Brasil, Recife City Hall informed that all budget movements carried out by the municipality strictly follow current legislation, with total fiscal responsibility and transparency.


"The management repudiates attempts to create a narrative of irregularity around procedures that are routine within the scope of public administration in any sphere, whether municipal, state and/or federal. The aforementioned relocation aims to guarantee the holding of one of the city's main cultural cycles, São João, which this year offers more than 1,200 presentations in 14 centers spread throughout the municipality, directly contributing to tourist attraction, injection of resources into the popular economy and movement of various production chains, many of them who depend on this celebration to sustain themselves throughout the year."
