Regulatory agencies began conversations this week with government representatives to make it possible to restore part of the budget that was cut this year. Decree No. 12,990, of May 29, blocks around 18% of Union resources allocated to bodies.


This Thursday (4), the Minister of Ports and Airports, Tomé Franca, met during the Corpus Christi holiday to assess the consequences of the blockades on Antaq (National Waterway Transport Agency) and Anac (National Civil Aviation Agency).


During the meeting, the minister and general director of Antaq, Frederico Dias, and the president director of Anac, Tiago Faierstein, informed what the results would be in the agencies' planning with the budget cuts.

CNN found that Mpor (Ministry of Ports and Airports) was concerned about the impacts resulting from the lack of funding, such as less space for inspection and provision of some activities.


The minister would have signaled that there is no space to replace these cuts with resources from the department itself and indicated that he will take the possible consequences of the blockade to the MPO (Ministry of Planning and Budget).


The agencies hoped to obtain part of the recomposition through the Ministry of Ports and Airports, due to skepticism of changes coming from the MPO, as CNN found.

Thursday's meeting was the first in a series of meetings that should take place next week so that there is no impact on the functioning of regulated sectors, including inspections, contract monitoring, certifications and investments in technology.


At the beginning of the week, the Ministry of Transport announced that it will allocate R$50 million to restore part of the ANTT (National Land Transport Agency) budget, which lost R$56.9 million due to the blockade.


The 2026 budget defined for the Ministry of Transport, at the end of 2025, was R$19.21 billion, while the Ministry of Ports and Airports was left with R$3.97 billion. The decree also blocked part of the resources from these departments - Transport lost R$1.7 billion and Ports and Airports, R$347.9 million.


In turn, the budget established for the Ministry of Integration and Regional Development was R$ 12.38 billion - ANA (National Water and Basic Sanitation Agency) is linked to the department. With the blockade, the ministry's loss reached R$2 billion and, at the agency, the cut was R$44.9 million.
