Last week, the Senate approved Bill (PL) 1049/2026, which establishes the National Policy for Students with High Abilities or Giftedness (AH/SD). The text, which undergoes presidential analysis for sanction, provides specialized assistance for the development of these students.


HA/SD is a neurodevelopmental condition that includes high intellectual potential and learning capacity.


According to the approved rules, these students must receive specialized assistance that may include accelerated studies, grouping of students into pairs or interest groups and access to enrichment, differentiation or curricular deepening programs.

The PL also creates reference centers for high abilities or giftedness in collaboration with states and municipalities. The resources must come from the Pre-salt Social Fund, from fixed-quota lotteries (bets), from the education salary directed to Fundeb and from public resources from the Growth Acceleration Program (PAC).


Underreporting


Data from the 2025 School Census recorded around 56 thousand students formally identified with AH/SD. The numbers, however, could be higher, according to entities such as the Mensa International Association.

To address under-identification in school censuses, the project creates an annual student screening mechanism, of an exclusively pedagogical and indicative nature. In other words, the screening cannot be used as a report, clinical opinion or diagnostic proof.


The results of the educational screening will be confidential to support pedagogical planning and subsequent referrals.
