Santa Catarina's compliance with Normative Instruction No. 4/2000 of the Ministry of Agriculture and Livestock opened an impasse over the traditional recipe for Linguiça Blumenau, one of the most emblematic products of German colonization in the state, with production estimated at almost 2 million units per year.


Known for its striking flavor and cultural characteristics that involve the entire production chain, regulations require that the product contain a maximum of 30% fat in the recipe.


Even with a recipe that is more than 125 years old, the discussion was discussed this week, after the government of Santa Catarina issued ordinance SAR 14/2026, which recognizes federal guidelines, even in cultural products that already have indications of origin.

As it is a pork sausage, moist, cured, smoked and with a pasty texture, over time on the shelves, the values may exceed the maximum level of 30% fat, even if the initial recipe is not produced in such a way.


"It doesn't mean that the Blumenau sausage has more than 30% fat, our samples show levels of 23% to 25%. But with the loss of moisture, the fat is accentuated. All of our production is artisanal, it is impossible to do this control", says the co-owner of Olho Embutidos, Luiz Bergamo.


Bergamo also emphasizes that the sector does not disregard federal regulations, but follows all health protocols to have a product free from any contamination and "pleasant for culture".

Geographical Indication Seal


Since 2024, the INPI has recognized Blumenau sausage in 16 municipalities in the Vale and Alto Vale do Itajaí in the Geographical Indication (GI) category. In the organization's understanding, the product is a symbol of "German colonization in the region, the result of the adaptation of knowledge brought by immigrants, authentic and emblematic", with the preservation of the original recipe.


The food is widely consumed "in natura" and in Germanic dishes in the south of the country, such as cucas, risottos, quiches and snacks in general.

In reaction, state deputy Napoleão Bernardes (PSD) filed with the Legislative Assembly of Santa Catarina a proposal to suspend the act to overturn the recognition of the ordinance in the state.


In the parliamentarian's understanding, the requirement creates a conflict between health regulations and the certification itself, as the recipe "represents the history and heritage of German immigration".


Behind the scenes, a meeting between representatives of the Santa Catarina Integrated Agricultural Development Company, the Public Ministry and the Ministry of Agriculture was held last Tuesday (2). The expectation is that "common sense" among all bodies will be respected and that the measure will be reversed soon.


According to João Rodrigues de Souza Junior, financial director of the Blumenau Sausage Producers Association, a new normative instruction is currently being requested with the competent authorities.


"Against this legal uncertainty, at this meeting we managed to define a technical and legal path. We can reassure our clients and consumers that the product will not have any changes, it will continue to be this wonderful delicacy."
