In the final arguments of the case against 11 defendants for a corruption and money laundering scheme linked to the PCC (Primeiro Comando da Capital), the São Paulo Public Ministry states that the defendants, including civil police officers, have promoted the faction since 2018.
The investigation by Gaeco (Special Action Group to Combat Organized Crime), which resulted in the ongoing process, included the analysis of several intelligence and financial reports, as well as the plea bargain of Vinícius Gritzbach, appointed as a "PCC whistleblower" and murdered in November 2024 at Guarulhos Airport.
According to the indictment, the facts discovered are part of the "criminal economy" conducted by the faction, through money laundering with real estate, luxury vehicles and shell companies to hide the illicit origin of the resources.

See some of the crimes cited by the Public Ministry against police officers:
- Passive corruption, embezzlement and money laundering, between January 2015 and November 2023;
- Request for undue advantage (watches and cash) from Vinícius Gritzbach;
- Criminal association to receive undue economic advantage;
- Dissimulation of assets and values obtained from criminal offenses of criminal organization, passive corruption, embezzlement and money laundering;
- Appropriation, for their own benefit and that of third parties, of goods they possessed as a result of their position (Rolex watches, for example).

The MP highlights that police officers from the DHPP (Department of Homicide and Personal Protection), one of the largest departments of the Civil Police, "stealed watches from those being investigated, promised to testify in their favor in court, leaked confidential information to the faction's leadership and kept open channels for leaders of the criminal organization."
In addition to sentencing the defendants for crimes such as corruption, criminal organization, money laundering, with material competition from agents, Gaeco requests compensation for collective moral damage and social damage in the amount of R$40 million per defendant, totaling R$440 million.
Who are the accused defendants?
- Ademir Pereira de Andrade, appointed as a loan shark and financial operator for the PCC;
- Ahmed Hassan Saleh, lawyer and appointed as an operator for the PCC's "Cebola"; participated in a proposal to kill Vinícius Gritzbach
- Eduardo Lopes Monteiro, investigator at the Civil Police of São Paulo
- Fabio Baena Martin, delegate at the Civil Police of São Paulo
- Marcelo Marques de Sousa, alias "Bombom", investigator at the Civil Police of São Paulo
- Marcelo Roberto Ruggieri, alias "Xará", investigator at the Civil Police of São Paulo
- Robinson Granger de Moura, alias "Molly", linked to PCC leaders, such as "Cebola", "Japa" and "Cara Preta", in addition to Gritzbach aka "Bolsonaro", investigator for the São Paulo Civil Police
In addition to the 11 defendants, another delegate had also been named in the complaint. However, due to lack of evidence, the Public Prosecutor's Office requests the agent's full acquittal.
Gaeco also requests the acquittal of delegate Fábio Baena and investigator Eduardo Lopes Monteiro of the crime of criminal association, of a crime of passive corruption and of a crime of money laundering.
All seven São Paulo Civil Police defendants are on leave from the corporation, without prejudice to their salaries, according to public data from the Public Security Secretariat.
CNN Brasil is trying to contact the defense of the defendants mentioned in the report.

Final phase of the process
Following Gaeco's complaint received on February 27, 2025, the investigation phase of the process, in which the prosecution must produce the necessary evidence to support the thesis, included 13 hearings in which 61 witnesses were heard, in addition to the interrogation of the defendants.
At the end of the instruction, the parties have deadlines for submitting requests. Last week, prosecutors from the Public Ministry presented the request for conviction.
Next, it is up to the defenses to present requests for the acquittal of the defendants. Finally, the judge gives the sentence. The criminal action is being carried out in secret at the 1st Court of Tax Crimes, Criminal Organization and Laundering of Goods and Valuables in the Capital.
In a statement, the São Paulo Public Security Secretariat states that, currently, six civil police officers under investigation remain in custody in the Civil Police prison. Read in full:
"The Public Security Secretariat of São Paulo does not condone misconduct and exemplarily punishes those who break the law and disobey police protocols. In relation to Operation Tacitus, the facts were investigated by the Federal Police in conjunction with the Special Action Group to Combat Organized Crime (GAECO), from the Public Ministry. Currently, six investigated civil police officers remain in custody in the Civil Police prison. In the administrative-disciplinary scope, correctional procedures initiated are ongoing by the Institution's Internal Affairs Department, with the adoption of the necessary investigative measures to investigate the facts. The body monitors the case rigorously and reaffirms its commitment to legality, transparency and accountability for possible irregularities".
