Lula says he was caught by 'surprise' with new US tariff proposals
The United States government's recent measures to threaten Brazil with new tariffs and classify Brazilian factions as "terrorists" broke a "truce" between Presidents Lula and Donald Trump and provoked a pre-election "political storm", analyzed the British newspaper Financial Times in a report published this Wednesday (3).

"The two announcements broke a truce that Lula and Trump appeared to have established after the imposition of tariffs last year - one of the highest rates under Trump's trade policy", says the report signed by reporters in Brasilia and London.
The "FT" associated the measures with "a lobbying effort on the part of an important Brazilian presidential candidate", referring to Senator Flávio Bolsonaro (PL-RJ), who met with Trump at the White House shortly before the announcements targeting Brazil.
Flávio's attempt, according to the FT, is to "align himself with pro-Trump politicians who won several recent elections in Latin America."
On May 28, the US announced that it was designating the Primeiro Comando da Capital (PCC) and Comando Vermelho as foreign terrorist organizations, a measure defended by the Bolsonaro family for more than a year and rejected by the Lula government, which fears American military interventions in the country.
On Tuesday (2) the American government announced the new proposal for a 25% tariff on Brazilian products, criticizing Pix and "unreasonable" Brazilian government practices that "encumber or restrict US trade".
The British newspaper writes that "Trump has unleashed a political storm", leading President Lula to use recent measures to attack Flávio Bolsonaro, whom he accused of betraying the country by encouraging American policy. The FT also says that Lula labeled the new tariffs as "TariFlávio".
In an analysis attributed to political consultant Thomas Traumann, the newspaper recalls that Lula's opposition to the first tariff "made him more popular", as did Canadian leader Mark Carney, who won the election running a confrontational campaign against the United States.
The FT highlights, however, that Flávio was "put on the defensive by the tariff proposal", citing the video in which the pre-candidate says who asked Trump not to impose new taxes.
The report also assesses that Trump "did not openly take sides in the Brazilian election campaign in October", but that a series of signs "were widely interpreted in Brazil as signs of support for Bolsonaro".
On Tuesday, Trump released a photo of himself with Flávio Bolsonaro, classifying him as "an intelligent young man who loves his country". in the Brazilian election against the re-election of President Lula".
