Lula says he was caught by 'surprise' with new US tariff proposals
The appointment of a new US ambassador without prior formal consultation with the Brazilian government caused discomfort in Itamaraty and could lead to new friction between Brazil and the United States.
In diplomatic formality, governments usually carry out a formal and confidential consultation on the name they wish to appoint to command the embassy - the so-called "agrément" - and only then announce the person chosen to occupy the position of ambassador.
Daniel Perez, chosen by Donald Trump's government to be the country's ambassador to Brazil, is a congressman from Florida. He is the son of Cuban parents and was appointed by the State Department, responsible for United States foreign relations.
His name was sent to the US Senate for approval. The USA has been without an ambassador in Brazil since January 2025.

The blog found out from members of Itamaraty and Planalto that the lack of the "agrément" was read as disrespect on the part of Brazilian diplomacy and ends up reinforcing the idea that the The US State Department is a nucleus of the Trump administration that moves against the Lula government.
At least one close advisor to the president argues that the US diplomatic failure should lead Brazil to carefully evaluate whether to authorize the diplomat to take up the post on Brazilian soil.
Without authorization, it is not possible to occupy the position of ambassador in the country. Another source heard by the blog says that the topic will still be debated with President Lula and there is no prior position on the topic.

Even so, there is concern about the timing of the appointment of a new ambassador, on the eve of the general elections in Brazil. Last year, Brazil ignored Israel's "agreement" for a new ambassador to the country.
Asked about the Brazilian government's concern that the new ambassador could play a role in the election in support of a candidate opposing Lula, especially Flavio Bolsonaro, sources who follow the appointment in the US government say that the hearing process in the Senate could be slow and there is no guarantee that Perez will arrive in Brazil before the elections.
