Air defense systems were activated to repel the bombings against the capital, Kiev, according to Reuters witnesses. A large column of smoke was seen in the city after the air raid warning.
The mayor of Kiev reported that a nine-story residential building caught fire after the Russian attack. Another 24-story residential building was also hit and burned in what authorities believe was a missile attack.
Local authorities also said that a multi-story residential building suffered damage and that people were trapped under the rubble.
Parts of the city are without electricity. At least 11 people were injured in Kiev.
In Dnipro, the country's fourth largest city, four people died and another five were injured, according to local authorities.
Last week, Russia warned that it intended to launch "systematic attacks" against targets in Kiev linked to the Ukrainian armed forces, as well as decision-making centers, and asked foreigners to leave the country.
The report is being updated.

Russian President Vladimir Putin accused Ukraine of opening "a new page" in a "series of crimes" following attacks on a student dormitory in the Luhansk region and a residential building in the Kherson region, areas of Ukraine controlled by Moscow.
"Knowingly committing the most serious crimes against children and teenagers at the teachers' college in Starobilsk, and now in Henichesk, the Kiev leadership decided to open a new page in the series of its crimes," Putin said.
A drone attack on the Moscow-controlled city of Starobilsk Russia, killed 21 people at the end of May. An attack on an apartment building in Henichesk, on Sunday (31), killed a child and injured 11, according to authorities installed by Moscow.
Ukraine denies carrying out the attack.
