Davi Alcolumbre (União-AP), president of the Senate, sent the opposition's PEC, called PEC das Horas Trabalhadas, to the CCJ (Constitution and Justice Committee) of the Federal Senate.

The movement occurs while the government's PEC, approved by the Chamber of Deputies and sent to the Senate, awaits a definition of its progress in the House. The assessment is from CNN Politics analyst Pedro Venceslau to CNN 360°.

"The government already has a speech ready. If the project is stuck in the Federal Senate or is not approved until the elections, they will blame the Senate and, consequently, Davi Alcolumbre", explains Venceslau.

The assessment is that the topic is "extremely popular and can generate electoral benefits for everyone involved".

The opposition's PEC could make the government's proposal unfeasible
The PEC on Hours Worked, forwarded by Alcolumbre to the CCJ, provides for negotiations on working hours to take place directly between employers and employees, without determining the end of the 6×1 scale.

In practice, according to Venceslau, this proposal "implodes the government's PEC", which had been an initiative coordinated with Hugo Mota and PT deputies in the Chamber.

It is said that 40 senators signed the "opposition PEC", a number that represents almost half of the Federal Senate, making it impossible to ignore the project.

Alcolumbre, who is a pre-candidate for re-election as President of the Senate the following year, would need to please both wings of the House.

In view of this, he acted quickly by forwarding the opposition's PEC to the CCJ.

Publicly, he stated that he will "neither accelerate nor procrastinate" the processing of the government's PEC, promising to give a "normal pace" to the process.

A rapprochement between Alcolumbre and Lula has not yet occurred
The analyst highlighted that Alcolumbre remains waiting for a meeting with President Luiz Inácio Lula da Silva (PT).

Although there are signs from both sides towards a rapprochement, the meeting has not yet materialized.

"The bet of Centrão parliamentarians and government members is that it is a matter of time before Davi Alcolumbre sits down with President Lula, resolves past problems and puts the government's project into play", says Venceslau.

Venceslau also considered that Hugo Mota (Republicans), president of the Chamber, would hardly have accelerated the vote on the PEC in the Chamber "if he had not had some kind of conversation with the Senate beforehand", as a defeat would be politically draining for everyone involved.
