The Legislative Assembly of Pará (Alepa) approved, this Tuesday (26), a Bill that obliges aggressors of women to pay for the electronic ankle bracelets used as determined by the Court in precautionary measures.


With approval, the aggressor becomes responsible for the costs of the electronic monitoring device from the installation of the ankle bracelet, regardless of whether the equipment is damaged or lost.


In addition, the PL establishes rules for reimbursement in cases of damage, loss or destruction of equipment.

The proposal, authored by the Executive, was approved in a single round and now goes to Governor Hana Ghassan (MDB) for sanction.


During the vote, deputies approved two amendments to the original text. The first changes the wording of the proposal to make it clear that financial liability also applies to any monitored prisoner who causes damage to equipment.


The second amendment provides for the use of pink electronic ankle bracelets in cases related to violence against women, domestic violence and crimes of a sexual nature.

According to the authors of the proposal, deputies Nilton Neves (PSD) and Colonel Neil (PL), the measure aims to increase public identification and social awareness about this type of crime.


According to the State Secretariat for Penitentiary Administration (Seap), the daily cost of an electronic ankle bracelet is R$8.35, a value that exceeds R$250 per month.


The project also determines that, when installing the equipment, the monitored person must sign a Term of Responsibility containing usage guidelines and information on penalties in cases of loss, damage or misuse of the device.


The measure seeks to strengthen the management of the electronic monitoring system without creating new positions or expanding administrative functions, focusing on mechanisms of financial accountability and reimbursement to public authorities.


Data from Seap shows that, between November 2023 and February 2025, 1,473 ankle bracelets were lost or damaged, in addition to 2,241 lost or unused chargers, generating a direct impact on public coffers.


The funds collected from reimbursements for the use of the electronic ankle bracelet will be allocated to the Penitentiary Fund of the State of Pará (Funpep).
