More than 20 entities and companies in the renewable energy sector presented, this Wednesday (27), a letter addressed to pre-candidates for the Presidency of the Republic with demands for concrete commitments and clear goals for the progressive reduction of dependence on fossil fuels in the country.
The move aims to alert presidential candidates about the progressive loss of Brazil's strategic comparative advantages on the international stage, especially in areas such as green hydrogen, offshore and industrial electrification.
The main contradiction raised by the sector involves the direction of government resources. Brazil ended 2025 with more than 90% of its electrical energy generation coming from renewable sources. However, in 2024, federal subsidies allocated to fossil fuels reached R$47 billion, an amount 2.5 times greater than that allocated to clean sources, R$18.65 billion, he points out.

Therefore, the assessment is that the interest and investments exist, but there is a lack of greater regulation favorable to the sector so that the projects can be put into practice.
In order not to fall behind powers such as China, the United States and the European Union - which are accelerating their investments in the area -, the organizations emphasize that Brazil needs to integrate its policies to lead the production of green fertilizers, low-carbon hydrogen and lower-emission products.
For the country to consolidate these energy transition industrial chains, the sector points out that it is urgent to overcome some obstacles. Among the main bottlenecks cited by sector representatives are restrictions on the expansion of transmission lines, regulatory uncertainties, the absence of clear rules for energy storage and the difficulty of integrating energy, industrial and foreign trade policies. Furthermore, the compulsory hiring of resources that are not foreseen in the planning.
To make this scenario viable and correct what they consider to be distortions, the document addressed to pre-candidates contains the following proposals, for example:
- Do not create or extend subsidies to fossil fuels;
- Ensure the economic and financial sustainability of the electricity sector;
- Modernize the tariffs charged to system users;
- Promote policies to encourage electrification.
The initiative has the support of entities such as the Global Renewables Alliance (GRA), the Brazilian Wind Energy Association (ABEEólica), the Brazilian Photovoltaic Solar Energy Association (ABSOLAR), the Brazilian Association of the Green Hydrogen Industry (ABIHV), among others.
The letter will be delivered to candidates for the Presidency of the Republic after official confirmation of the candidacies by the political parties. To date, no pre-candidate for the Planalto has presented a government plan. This is expected to only happen at the end of July or August, after the party conventions.
