A chemical tank imploded and ruptured at a Nippon Dynawave Packaging plant in Washington state on Tuesday, resulting in one death and nine injuries, while nine other people remained missing as of the evening of the same day, authorities said.


A tank containing "white liquor," a chemical solution of sodium hydroxide and sodium sulfide used in making paper pulp, ruptured about 7:15 a.m. local time, Cowlitz 2 Fire and Rescue Department Chief Scott Goldstein said during a news conference.


Although the tank was initially believed to contain approximately 80,000 gallons (302,830 liters), Goldstein stated that it contained approximately 900,000 gallons of the "white liquor", with an estimated 90,000 gallons of material still inside the damaged tank.

Recovery efforts would resume Wednesday at the site in the Cowlitz County town of Longview, about 45 miles north of Portland, Oregon, as the tank remained unstable, Longview Fire Department Battalion Chief Matt Amos said.


Among the injured, some in serious condition, were eight employees of the establishment, as well as a firefighter, said Amos, adding that the firefighter has already received medical attention and been discharged.


Authorities had previously reported that several patients suffered chemical burns. Goldstein further reiterated that the implosion posed "no direct threat to the local community."

"I have directed the National Guard Homeland Response Force to be on site and assist with search and recovery in a contaminated environment, as well as mass decontamination. The Department of Ecology is on site monitoring water quality, the Department of Labor and Industries is ready to begin the investigation as soon as first responders complete their important work," Ferguson posted.


The L&I (Washington State Department of Labor and Industries), the body responsible for protecting the health, safety and rights of workers, has taken a position stating that they already have two ongoing, unrelated inspections open at Nippon Dynawave Packaging.


"One was opened in March after an anonymous report about a valve in an aqueous ammonia clarifier tank. It was not the tank that imploded. The other was opened in May after a report about a sinkhole created by a failed drain," they said in a post on X.

"We have inspected the site three other times in the past five years, citing various violations that were not related to chemical process safety or storage, such as fall protection or failure to wear facial coverings," they added.


In addition, L&I states that they have investigators at the site of the implosion and will have further updates as the situation evolves, in coordination with other state and local agencies.
