The special commission that discusses the PEC at the end of the 6×1 has a decisive day to vote on the project report. The text by rapporteur Leo Prates (Republicanos-BA) must be voted on this Wednesday (27) in the collegiate body and can be taken to the plenary on the same day.
After a week of delay in the schedule, Prates presented his opinion last Monday (25) to the special commission, but a request for review postponed the vote. In order for two plenary sessions to be held and voting to be resumed, the president of the Chamber, Hugo Motta (Republicanos-PB), scheduled a session for this Wednesday morning.
Hugo's idea is for the vote on the text to be accelerated and carried out in the afternoon. If the debates in the commission continue, congressmen are already considering the possibility of voting on the proposal in two rounds this Thursday (28). The expectation is that the text will be approved by the committee and the plenary with ease, especially as it is a project embraced by Motta.

In the Senate, the process is still open. Speaking to CNN, the president of the Chamber said he had no doubts about the "sensitivity and commitment" of the president of the Senate, Davi Alcolumbre (União-AP), with the end of the 6×1 scale. He denied, however, that he had agreed a timetable with Alcolumbre for an accelerated analysis of the proposal.
What the proposal says
Prates' report proposes that the reduction of working hours be done in two "installments" of 2 hours each. The first will be done 60 days after the text is promulgated. The second will be done 12 months later, totaling 14 months after promulgation.

The text also establishes that collective agreements may increase the duration of work to more than 8 hours per day, for a transition period of 12 months. The measure would be to respect the ceiling of 42 hours per week at this time.
The end of the 6×1 scale and the transition to two days of rest would also be made 60 days after the promulgation of the text.
The text also speaks of the intention to include in the opinion a suggestion, which had already been raised last week, to bring more employees to the CLT. To achieve this, one of the tools would be to make the allocation of working hours more flexible for those who earn more than R$23,000 and are registered.
The idea would be to have a ceiling of 160 hours per month that could be allocated according to negotiation between the employer and the employee. According to Prates, workers who earn above this amount and are hired as PJs (legal entities) are no longer subject to defined work schedules.
The text also determines that a complementary law may establish transitional measures to mitigate impacts on small and medium-sized companies. The idea is that they can maintain work levels.
The PL leadership in the Chamber, Sóstenes Cavalcante (RJ), said this Tuesday (26) that he will challenge the government and will ask for a highlight in the project so that the reduction is to a 5×2 scale. According to him, with this proposal it will be possible to see "the government's real interests".
The initial goal established by the President of the Chamber was to vote on the text by the end of May and have 30 days to vote on the proposal in the Senate. However, if the senators change the merits of the text approved by the deputies, the proposal will need to return to the Lower House.
