Project that expands public stocks and direct sales of Conab goes to the Senate

The Chamber of Deputies approved this Tuesday (26) Bill (PL) 1384/11 which expands the role of Conab (National Supply Company) in the formation and commercialization of public food stocks and increases the list of products sold by the ProVB (Over-the-counter Sales Program), aimed at serving small animal breeders.

The text allows Conab to directly sell products from public stocks to small markets, cooperatives, associations and small food industries. Today, most of these operations occur through public auctions.

The proposal also authorizes the inclusion of other products intended for animal feed in the ProVB, in addition to the corn currently offered. Among the items mentioned are sorghum, soybean meal, corn meal and cottonseed.

Another approved point authorizes the Union, through Conab, to purchase products linked to the Minimum Price Guarantee Policy for amounts up to 25% above the minimum price in force in each state. According to the text, acquisitions must be made through public auctions.

In the opinion presented in plenary, the project's rapporteur, deputy Wilson Santiago (Republicanos-PB), stated that the proposal improves public stock management mechanisms.

"The amendment substantially improves the proposition by complementing the normative treatment of public stocks", he stated. According to him, the measure brings "dynamism and agility to the formation, management and renewal of strategic and regulatory food stocks", he pointed out in the document.

The rapporteur also stated that the project strengthens small links in the supply chain and can increase access to products for the final consumer.
