Senate approves minimum salary for teachers at R$ 5,130.63

The Senate plenary approved, this Tuesday (26), the Provisional Measure that readjusts the salary minimum for basic education teachers. The text, reported by senator Professor Dorinha Seabra (União-TO), now goes to presidential sanction.

The approved proposal maintained the adjustment of 5.4% in 2026, compared to 2025, and the floor is now R$ 5,130.63 for professionals with a workload of 40 hours per week, including temporary workers.

"No professional will receive less than the minimum corresponding to normal, mid-level training, and their training in terms of performance", guaranteed Professor Dorinha.

Calculation
The text defines that the floor will be updated based on the sum of the accumulated variation in the INPC (National Consumer Price Index) of the previous year and 50% of the average percentage variation in real revenue, based on the INPC, relating to the contribution of states, Federal District and municipalities to Fundeb (Fund for the Maintenance and Development of Basic Education and Valorization of Education Professionals), made in the five years prior to the year of update.

An innovation in the senator's report is that the Ministry of Education must annually publish the complete calculation memory used to update the floor. The information will be made available on an open data digital platform, in an accessible and auditable way.

"This Provisional Measure now provides transparency both for municipalities and states and for professionals, for entities that represent education workers", explained the rapporteur. "In no case will we have the floor corrected below inflation or even negative. Clear rules have been created."
