Senate Committee postpones vote on project on rural debts

The CAE (Economic Affairs Committee) of the Senate postponed once again this Tuesday (26) the vote on the rural debt renegotiation project, after three weeks of negotiations between parliamentarians and the federal government.

The rapporteur of the proposal and president of the collegiate, senator Renan Calheiros (MDB-AL), stated that there was a new conversation with the Minister of Finance, Dario Durigan, to try to reach an agreement on pending points in the text. A new meeting between the senators and the economic team should be held this afternoon.

According to Renan, the government signaled the possibility of issuing a provisional measure to meet part of the demands of the agricultural sector, but the senators defend that the understanding be incorporated directly into the project being processed in the Senate. Despite the differences, the rapporteur stated that the proposal should be voted on today.

"We go back to the negotiation table today to vote. Nobody is wanting to procrastinate, Minister Dario's will is objective, it was demonstrated in the meeting he had. He is very direct and we discussed this yesterday with the President of the Republic. I hope that today, if we don't reach the best, that we reach the good and we can vote", agreed the leader of the government in the Senate, Jaques Wagner (PT-BA).

During the CAE meeting, Renan Calheiros stated that he had accepted the amendment to create framework rules for producers who could join the renegotiation. "The minister is showing a lot of goodwill. The technical area poses more difficulties, but minister Dario Durigan has tried to get around all of this. The project is authoritative", he said.

The senator also highlighted the incorporation of an amendment by Senator Tereza Cristina (PP-MS) that expands the Investment Guarantee Fund (FGI), a measure seen by parliamentarians as strategic to provide financial support to agricultural credit renegotiations.

The senator classified the change as "a revolution from the point of view of agricultural debts", indicating that the mechanism could expand guarantees for renegotiation operations and facilitate access to credit.

The discussion takes place amid pressure from agribusiness for solutions to rural debt, aggravated by factors such as high interest rates, extreme weather events and marketing difficulties in some regions of the country.

Behind the scenes, members of the government are trying to avoid a broader fiscal impact on public accounts, while parliamentarians linked to the rural sector defend more comprehensive measures to alleviate the situation of producers.

The CAE meeting was temporarily suspended this morning for a new round of negotiations between senators and the economic team before voting on the text, expected this Tuesday.

The project on the renegotiation of rural debts has already been approved in the Chamber. The text authorizes the use of resources from the Pre-Salt Social Fund to create a special line of financing aimed at rural producers.
