Russian President Vladimir Putin signed a decree granting debt relief to new recruits and their families to enlist in the war against Ukraine, the Russian government said on Monday night (25), expanding support tools as Moscow seeks to strengthen its Army in the conflict that has lasted more than four years.


People who signed a contract with the Russian Ministry of Defense from May 1 and/or their spouses are exempt from debts of up to 10 million rubles (R$704,897) if there was already a legal action to collect these debts before that date, according to the decree published on the Kremlin website.


The Russian government stated that the contract to participate in the "special military operation" - as Russia calls the invasion and occupation of Ukraine in February 2022 - must last at least one year.

The value of the tax exemption is equivalent to the price of a 35 square meter studio apartment in Moscow, according to a real estate database.


The law expands a range of measures to support Russian fighters in the war, from large payments to preferential admission to higher education institutions, as the Kremlin seeks to bolster its forces at a time when US-led peace talks are at a standstill.


Each side accuses the other of seeking to escalate the conflict, and Ukraine plans to send reinforcements to its northern regions to counter what it sees as Russian plans for a new offensive.

On Monday (25), Putin also signed a decree that indefinitely extends the right to rent state land for those fighting in Ukraine, according to the Kremlin.

Russia began a large-scale invasion of Ukraine in February 2022 and currently holds about a fifth of the neighboring country's territory.


Still in 2022, Russian President Vladimir Putin decreed the annexation of four Ukrainian regions: Donetsk, Luhansk, Kherson and Zaporizhzhia.


The Russians are slowly advancing in the east and Moscow shows no signs of abandoning its main war objectives. Meanwhile, Donald Trump, President of the United States, is pushing for a peace agreement.

Ukraine has carried out increasingly bold attacks inside Russia and says the operations are aimed at destroying essential Russian military infrastructure.


Putin's government, in turn, has intensified air strikes, including drone offensives.


Both sides deny targeting civilians, but thousands have died in the conflict, the vast majority of them Ukrainians.


It is also believed that thousands of soldiers died on the front line, but neither side releases military casualty figures.


The United States says 1.2 million people were injured or killed in the war.
