Cláudio Castro and Daniel Vorcaro had a "close bond", says PF

The decision by minister André Mendonça, of the STF (Supreme Federal Court), which culminated in the launch of the eighth phase of Operation Compliance Zero this Tuesday (26), says that there is evidence of a "close bond" between former governor Cláudio Castro (PL) and former banker Daniel Vorcaro, owner of the now extinct Banco Master.

"The elements gathered indicate, in theory, that CLÁUDIO BOMFIM DE CASTRO E SILVA, as Governor of the State of Rio de Janeiro at the time, maintained a close relationship with DANIEL VORCARO and played a politically relevant role in making RioPrevidência's contributions to Banco Master viable", says an excerpt from Mendonça's decision.

And he adds: "The representation points to synchronization between meetings held between the two and the subsequent financial contributions from the RPPS, in addition to conversations found on VORCARO's cell phone indicating that the release of certain investments depended on political alignment with the former Chief of the State Executive."

For the minister, the former governor had a "close personal bond with the controller of Banco Master, characterized by frequent meetings, including in private environments and abroad, paid for by the banker, with a high temporal coincidence in relation to the billion-dollar contributions from RioPrevidência".

The relationship would have enabled the release of investments and the appointment of RioPrevidência directors in leadership positions, such as presidency, board of directors and investment management. The objective would be to ensure that decisions on accreditation and the application of pension resources "were conducted in non-compliance with the investment policy and regulatory standards, but in line with the interests of the Master Bank."

According to the investigations, the signs point to the continuation of applications "even in the face of formal warnings from control bodies and unfavorable technical opinions, making it possible to maintain the flow of public resources for operations classified as reckless and lacking technical justification."

Castro's defense said that the PF seized a new and old "unused" telephone and that the "searches were uneventful".

The former governor of Rio de Janeiro Cláudio Castro (PL-RJ) was one of the targets of the eighth phase of Operation Compliance Zero, launched by the Federal Police, which investigates contributions to Rioprevidência. The authorities are investigating the institute's contribution of R$3 billion to Daniel Vorcaro's bank.

According to the Federal Police note, "the investigation is an offshoot of Operation Paper Boat, which identified suspicious contributions from Rioprevidência in Letras Financeiras from a private bank that totaled around R$970 million, between October 2023 and July 2024."

In total, the PF served 10 warrants today.
