Sexual violence against children has increased more than four times in 11 years

Cases of sexual violence against children and adolescents have grown rapidly in Brazil in the last decade and have more than quadrupled in some age groups.

Data from the Violence Atlas 2026, released this Tuesday (26) by Ipea (Institute for Applied Economic Research) in partnership with the FBSP (Brazilian Public Security Forum), show that notifications registered in the health system advanced continuously between 2014 and 2024, with a concentration of cases among school-age children.

The most significant growth occurred among children aged 0 to 4 years. In this group, records went from 1,671 notifications in 2014 to 7,845 in 2024, an increase of more than four times in 11 years. According to the report, despite the lower absolute volume compared to other ages, the proportional increase indicates an exposure considered early and serious by the researchers.

Among children aged 5 to 14, the group with the highest number of victims, cases jumped from 6,594 to 29,135 notifications in the period, an increase of approximately 4.4 times. Among adolescents aged 15 to 19, registrations increased from 1,632 to 6,869, also more than four times higher than that observed at the beginning of the historical series.

The Atlas points out that the increase occurred practically continuously until 2019, was interrupted in 2020, a period in which the authors attribute part of the drop to the reduction in notifications during the pandemic, and accelerated again from 2021, reaching the highest levels in 2024.

The age group of 5 to 14 years accounts for two thirds of cases
In 2024, approximately 66% of sexual violence records were concentrated among children aged 5 to 14. Children aged 0 to 4 years represented around 18% of cases and adolescents aged 15 to 19 represented 16%.

According to the researchers, the predominance of those aged 5 to 14 appears in different types of violence, especially psychological and sexual, and suggests a phenomenon of overlapping vulnerabilities, called polyvictimization in the report. The hypothesis presented is that children exposed early to neglect and psychological violence remain in risky contexts and end up accumulating new forms of victimization throughout development.

Violence begins mainly at home
The study also highlights that the domestic environment remains central to violence against children and adolescents. Considering all types of aggression analyzed between 2014 and 2024, almost 80% of cases involving children aged 0 to 4 were domestic perpetrators. Among children aged 5 to 14, this percentage was 56.2%.

The authors emphasize that the data is based on notifications from the Notifiable Diseases Information System (Sinan) and represents cases that reached health services. Therefore, the volume recorded does not necessarily correspond to all occurrences, as episodes of sexual violence tend to have a high degree of underreporting.

Atlas of Violence
The Atlas of Violence 2026 marks a decade of the partnership between Ipea (Institute of Applied Economic Research) and the FBSP (Brazilian Public Security Forum) in monitoring lethality in Brazil.

The study was prepared based on data from the Mortality Information System (SIM) and the Notifiable Diseases Information System (Sinan), from the Ministry of Health (MS).

Although official indices point to a historic drop in lethal violence, research shows that there has been a critical increase in the underreporting of homicides.
