Arsesp (Public Services Regulatory Agency of the State of São Paulo) started a task force, this Monday (25), to inspect works carried out in places where there are pipes from more than one concessionaire.


The measure was established after an explosion in Jaguaré, in the west of São Paulo, during Sabesp work, on May 11th. Two people died and around 160 were directly affected.


According to Arsesp, the new action will initially last three months and should intensify the technical and regulatory monitoring of interventions carried out on public roads and urban areas of concessionaires regulated and inspected by the agency, forming part of a set of actions to reinforce safety.

Among the measures announced are the improvement of the Manual of Good Practices for Shared Construction Management, the creation of a technical group to prevent accidents and improve procedures on construction sites. The group will be composed of representatives from the agency's technical areas and may include the participation of concessionaires in some meetings.


In recent weeks, Sabesp has halted works that require joint intervention with gas concessionaires. Therefore, Arsesp established immediate operational criteria and guidelines for sanitation and piped gas concessionaires, so that interventions can be resumed.


The updated manual and the new punishment rule for those who fail to comply with the protocols will go into public consultation later this month, with the period for submitting suggestions between May 26th and June 9th.

"Civil engineering works already comply with their own safety rules. However, the Agency identified the need to strengthen these protocols. Improvements and maintenance of services are necessary, but the safety of the population must be a priority in any intervention carried out by the concessionaires", said the CEO of Arsesp, Diego Allan Vieira Domingues.


Inspection processes were also instituted to investigate the explosions in Jaguaré, analyzing possible interference between the Comgás and Sabesp networks during the works.


Explosion in Jaguaré
An explosion followed by fire in the Alvorada neighborhood, in the Jaguaré region, in the west of São Paulo, hit several homes on May 11th. According to the most recent update, around 160 people were affected and approximately 46 homes were closed.

According to the Fire Department, there was destruction of properties and victims were buried in the rubble. Two people were injured and two died.


The fatal victims were Alex Sandro, aged 49, who died at the scene, and Francisco Altino, aged 62, who was hospitalized at the Osasco General Hospital.
