The Special Committee of the Chamber of Deputies postponed the vote on the opinion on the end of the 6×1 scale after a collective request for a view presented during the session held on Monday night (25). The tendency is for the vote on the proposal, which provides for the reduction of working hours from 44 to 40 hours per week, to be resumed on Wednesday (27) and Thursday (28) to reach the House plenary.
The meeting began at around 5:30 pm and rapporteur Leonardo Prates (Republicanos-BA) presented his report in a session that lasted more than three and a half hours. The formalized text provides for a change in the work schedule from 6×1 to 5×2, with five days of work and two days of rest - not necessarily consecutive -, with preference for one of the days off to be Sunday.
Two-step transition period
Implementation of changes will not be immediate. According to the text presented, the proposal provides for a transition period of up to 14 months after promulgation. In a first stage, 60 days after enactment, the scale would become 5×2 with a working day of up to 42 hours per week.

The presentation of the text had been scheduled for the previous week, but was postponed due to the need for adjustments, especially in relation to the transition period. The postponement occurred after a meeting between the Palácio do Planalto and the presidency of the Chamber.
Elections as a driving force behind the proceedings
The Director of Journalism at CNN in Brasília, Daniel Rittner, highlighted that the opinion presented surprised the business community and parliamentarians who followed the negotiations. "This is the silver bullet that President Luiz Inácio Lula da Silva's (PT) re-election campaign hopes will have an effect at the polls," he stated.

According to him, previous measures, such as new billion-dollar credit lines and other initiatives, would have a smaller electoral effect compared to the PEC (Proposed Amendment to the Constitution) to reduce working hours.
Rittner also highlighted that the text presented was more favorable to what the Palácio do Planalto defended than expected, leaving no room for the Senate to improve the proposal in search of votes. "Usually, in these texts, you have a fat to go to the Senate. Everyone wants to do something good in exchange for votes. This fat is already gone in the Chamber", he explained.
Impact on the private sector and informal workers
CNN anchor Thais Herédia drew attention to the effects of the proposal on different segments of the labor market. She highlighted that the measure would only benefit formal workers, while informal workers would continue without equivalent legal protection. "Informal workers will have to make do with whatever they can agree with whoever hires them, this will create even more distortion", he stated.
Herédia also reported the concern of a businessman from a large retail chain, who employs workers on a daily basis. According to her, the businessman stated that he already operates with 300 vacancies open in the country due to difficulty in finding labor willing to work with a formal contract, even though he has already adopted the 5×2 scale.
"If today I can barely operate with 300 vacancies open, how am I going to do with a reduction in working hours without a reduction in salary?", the businessman reportedly said, according to Herédia.
Rittner also warned of the risks of structuring measures discussed in an accelerated manner, citing as an example private payroll loans, which, according to him, would have generated unexpected effects: between 20% and 25% of employees of a large wholesale chain would be receiving a zero paycheck at the end of the month, with their salary entirely compromised by debts.
Senate and the electoral calendar
CNN Politics analyst Caio Junqueira assessed that the Senate represents the main obstacle to the calendar drawn up by the government.
According to him, the forecast is that, if approved in the Chamber this week, the PEC will reach the Senate with about a month to go before the recess, which would allow, in the most optimistic scenario, enactment around July 15th.
With the 60 days of transition provided for in the text, workers could feel the effects of the measure before the first round of elections, scheduled for October 4th.
"Considering the unwillingness of Davi Alcolumbre (União-AP) with the Palácio do Planalto and the possibility of the Senate changing this PEC and it returning to the Chamber, I think it is a very optimistic calendar", said Junqueira.
For him, it is likely that the PEC will be approved and promulgated this year, but not within the pre-election deadline idealized by the government. The analyst added that the movement in the productive sector will now turn to the Senate, with business leaders planning meetings with senators to try to influence the proceedings.
