Federal deputy Mário Frias (PL-SP) denied to the STF (Supreme Federal Court) that he had used parliamentary amendments to finance the film "Dark Horse", a biopic of former president Jair Bolsonaro (PL). In a statement sent to Minister Flávio Dino, Frias stated that the resources were for social purposes and asked for the petition presented by Congresswoman Tabata Amaral (PSB-SP) to be archived.


The document was filed after the STF's offensive to locate the parliamentarian. Last week, Dino ordered the Chamber to clarify Frias' whereabouts after difficulties in subpoenaing him in the process that investigates the allocation of R$ 2 million in parliamentary amendments to the Instituto Saber Brasil.


In response to the Supreme Court, the Chamber reported that Frias traveled abroad without formal approval from the House. According to the letter sent to the STF, travel requests to Bahrain and the United States "are still under consideration", even though the deputy has already traveled.

In the petition to the STF, Tabata pointed out suspected irregularities in the amendments and a possible connection between beneficiary entities and the production of the film about Bolsonaro. Therefore, Dino ordered Frias to provide clarifications on the execution of the resources.


The defense maintains that the amendments were not "Pix amendments", but transfers with a defined purpose and provided for in the Constitution, with a specific object registered in the Transferegov system.


According to the parliamentarian, the resources were allocated to digital inclusion projects, technological literacy, entrepreneurship and sports activities aimed at children and adolescents in situations of social vulnerability.

"There is not a single proof in the file that these resources were diverted to any film production. The allegation is purely speculative and based on an alleged illicit association between legal entities that, according to the complainant, 'share an address'", says Frias.


The demonstration cites technical opinions from the Chamber of Deputies. In a document sent to the STF, the Chamber's Attorney's Office stated that it did not identify irregularities in the presentation of the analyzed amendments and that there was compatibility between the objects of the funds and the execution instruments signed with the NGO.


The technical note from the Chamber's Budget and Financial Inspection Consultancy, however, highlights that the entity's accountability is still in progress and that it will be up to the NGO to prove the effective application of resources.
