The president of the Chamber of Deputies, Hugo Motta (Republicans-PB), stated this Monday (25), after meeting with President Luiz Inácio Lula da Silva (PT), that the proposal for the end of the 6x1 scale (six days of work for one day off) should provide for a reduction in working hours from 44 to 40 hours per week, without salary cuts, and a total transition period of 14 months.
According to Motta, the text should also establish a staggered implementation in terms of hours worked, with an initial reduction of two hours after 60 days of the promulgation of the Proposed Amendment to the Constitution (PEC) and another two hours after 12 months (understand more below).
After the meeting, Motta held a press conference in the Chamber's Green Room, where stated that there is consensus on the main points of the proposal and classified three pillars as "non-negotiable".
"We began this discussion with issues that are non-negotiable and we reached the end of this work with these pillars largely consolidated and maintained", he said.
According to him, the rapporteur's text must provide for the reduction of the weekly working day from 44 to 40 hours.
"The first point, dealing with the reduction of the working day. We are guaranteeing that we will reduce it from 44 hours to 40 hours per week. This will be in the rapporteur's text", he stated.
Motta also said that the end of the 6x1 scale is assured.
"For us, the issue of the end of the 6x1 scale is also non-negotiable. We are here guaranteeing that, with the approval of this PEC, we will end the 6x1 scale and guarantee two days off for workers."
He added that the changes will have no impact on workers. salaries.
"What is also non-negotiable for us is reducing both scale and working hours without reducing salaries. These three points are non-negotiable for the Chamber of Deputies and for the government."

14-month transition
Despite the consensus on the content, Motta indicated that the text should provide for a transition period for the reduction of hours worked.
According to him, the proposal will be implemented in a staggered manner over 14 months.
"The rapporteur will bring the text soon, already making, after 60 days of the promulgation of the PEC, a reduction of two hours immediately. After 12 months, another two hours. The transition will take place in a year."
On several occasions, Lula spoke out against the adoption of a long transition. Last Friday (22), the president said that the reduction should be made immediately.
"We advocate that the reduction be done all at once. From 44 (hours) to 40 (hours) and that's the end of the conversation, without reducing salary. You can't accept spending four years to work half an hour a year. That's playing at making a reduction", stated the president at the time.
Impact on MEIs
Motta also said that he discussed a project with Lula of law with measures to mitigate impacts of the change on the job market.
According to him, the idea is to facilitate hiring by individual micro-entrepreneurs (MEIs).
"Today, these entrepreneurs can only employ one person with a formal contract. Our idea is to move forward, allowing these entrepreneurs to hire more people, since we are reducing the working day", said Motta.

The expectation is for the text to be voted on in the special committee this Tuesday (26) and the deliberation in the Chamber plenary this week. If approved, it will go to the Senate for analysis.
In parallel to the PEC, the government presented a bill on the subject, which deals with working hours and schedules without changing the Constitution.
The proposal faces resistance from representatives of the productive sector, who point to increased costs, and from economists, who argue that the measure be accompanied by gains in productivity. productivity.
