The proposal to end the 6×1 scale, which will determine a 40-hour work week, provides for a transition period of one year. For the real estate development sector, however, this period is considered absolutely insufficient.
Luiz França, president of Abrainc (Brazilian Association of Real Estate Developers), was categorical when evaluating the proposal. "One year is not enough," he said.
According to him, projects in the sector take 36 to 48 months to be completed, and prices are already contracted with buyers.

Impact on property prices
France cited a study carried out by the company Econite, formed by professors from FGV (Fundação Getulio Vargas), which points to a 5.5% increase in property prices as a consequence of the change.

In addition to the increase in costs, France warned of two possible scenarios regarding the reduction in working hours: the extension of construction delivery times or the increase in labor costs - or even both simultaneously.
"If I extend the deadline, I will have an increase in costs, because most of the works are financed. When I extend the deadline, I have to pay more interest until I finish that work", he explained.
Similarly, hiring more workers to compensate for reduced hours would also generate additional costs.
Sector defends a minimum period of 60 months
Given the calendar presented - which in practice totals around 14 months, considering the initial 60 days before the first reduction in working hours -, Abrainc defends a transition period of at least 60 months.
"At least 60 months of transition would be something plausible so that we can make the transition", said França.
He also defended greater freedom of negotiation between contractors and contractors regarding overtime, in order to maintain the necessary pace on construction sites and minimize additional costs.
França also mentioned a specific operational impact on large cities such as São Paulo. According to him, the sector usually schedules the concreting of slabs for Saturdays, precisely to avoid heavy traffic during the week.
With the change of schedule to five days on and two days off, this logistics would be compromised, generating repercussions even on urban traffic.
Sector strategy is negotiation
When asked about the entity's legal and legislative strategy in light of the proposal, França stated that the priority is negotiation. He revealed that, the day after the announcement, several sector entities would meet with the president of the Senate, Davi Alcolumbre (União-AP) to discuss the matter.
"The first thing we are going to try is negotiation, without a doubt, before taking any drastic measures", he stated.
França also said that the sector intends to follow the same path adopted during the tax reform, seeking dialogue with the government, the Chamber and the Senate before considering any more extreme measure.
