The special committee that debates the end of the 6×1 work schedule in the Chamber of Deputies met this Monday (25) to read the opinion of the rapporteur, deputy Leo Prates. The text, finalized after intense negotiation, provides for a reduction in weekly working hours from 44 to 40 hours in two stages, with the guarantee of two days off per week for all workers.
According to reporter Carol Rosito for CNN 360º, who followed the session in person in Brasília, the commission was full, with representatives from unions, entities and parliamentary advisors. Rapporteur Leo Prates and the president of the committee, deputy Alencar Santana, arrived at the table to start the session.

As Carol Rosito explained, the rapporteur's text foresees an initial reduction of two hours already 60 days after the promulgation of the PEC, with the other two hours being implemented a year later, totaling the change from 44 to 40 hours per week. "That was exactly what needed to be defined for Leo Prates to present his opinion this Monday", stated the reporter.
The expectation, according to Hugo Motta, is that the vote will take place in the committee between Wednesday and Thursday, with the possibility of the plenary of the Chamber of Deputies appreciating the text this week. The proposal will then go to the Federal Senate, where there are still doubts about the speed of the discussions. As it is a Proposed Amendment to the Constitution, the required quorum is higher and the process is more complex.
12 categories with special regime require attention
Pedro Venceslau, Policy analyst, also highlighted to the program that the approval of the PEC does not end the negotiations. According to him, there are 50 sectors with their own legislation, but 12 of them require special attention from the government at this time. They are: bank employees, journalists, doctors, lawyers, aeronauts, radiology technicians, drivers, engineers, telemarketing professionals, security guards, housekeepers and teachers.

These categories already have working hours other than 44 hours a week and will need to adapt to the new rule of two days off per week. Pedro Venceslau explained that, in the case of telemarketing, for example, the mandatory two days off per week could result in the need to bring all employees together in the same physical space on certain days, which can be operationally complicated. "These are difficult and tough negotiations to resolve these categories with special regime", stated the analyst.
Venceslau also warned that unionists from some of these categories fear what they call a "Trojan horse": the possibility that an ordinary government bill, which will be used to regulate points not defined in the PEC, will be used to change regimes currently considered favorable to these workers. The second stage of the negotiation, therefore, promises to be quite tense.
