Amidst the impasses between FIFA and local governments to hold the 2027 Women's World Cup games in Brazil, the Federal Audit Court (TCU) prepared a survey highlighting possible risks of the event in the country.
This will be the first time that the World Cup will be held in Brazil. The calendar predicts that the dispute will take place between June 24th and July 25th in eight stadiums - Maracanã, Arena Fonte Nova, Neo Química Arena, Castelão, Arena Pernambuco, Estádio Mané Garrincha and Beira-Rio.
In recent weeks, as the first issues between FIFA and the venues emerged, the TCU released a long survey on the risks of holding the event in the country. In the diagnosis, the body cites issues such as the absence of protocols against harassment and racism and the fragility of planning for the tournament's social and sporting legacy.

What the TCU asks for
The TCU determined that the Ministry of Sports draw up a National Legacy Plan for the Women's World Cup with goals, sources of financing and permanent monitoring mechanisms within 180 days.
Combating harassment and welcoming victims inside stadiums during competitions are a point of attention in the TCU report.

"The so-called Lilac Rooms - reception spaces for women victims of violence or harassment at major events - do not yet exist in a standardized way in Brazilian arenas, including in venues for the Women's Cup itself. The topic has been debated for a decade but its first room only officially opened in 2024 and remains treated unequally between stadiums", reinforced the rapporteur.
"Brazil has a historic opportunity to transform the Women's Cup into an effective legacy for sport, for the inclusion and protection of women. The role of external control is precisely to help ensure that the commitments made leave the discourse and become planning, governance and permanent public policies", added the minister.
TCU wants to "act preventively"
The Court made it clear in the document that it wants to "act preventively" in supervising the organization of the tournament, in order to avoid the legacy and budgetary problems that occurred in 2014, at the World Cup, and 2016, at the Olympic Games.
"The Brazilian experience in previous events - such as the 2014 World Cup and the 2016 Olympic Games - demonstrates that the early start of planning actions is crucial for mitigating operational, financial and reputational risks", he points out, citing "fragmented governance", "lack of action plan and operational calendar, including test events, lack of definition of those responsible" which can result in "delays in critical schedules".
Problems in Brasília
FIFA and Arena BSB, which manages the Mané Garrincha stadium, are experiencing tension regarding the demands for the 2027 World Cup.
On the 24th, the entity's executive director of football, Jill Ellis, sent a letter arguing that the stadium was not giving guarantees that the problems found during the inspection would be resolved, at the risk of excluding the stadium from the program.
The main dispute concerns the use of cabins, where the entity demands that all facilities be made available, and the internship argues that many have already been rented.
Another point that generated friction was the change of the lawn, which must be done up to 50 days before the World Cup. The stadium was last renovated in 2014, when it hosted seven matches.
