The former governor of Goiás and presidential candidate Ronaldo Caiado (PSD) defended the classification of criminal factions as terrorist groups in Brazil. Declaration was made during an agenda event in São Paulo, this Monday (25), where Caiado presented his proposals to the business sector.


"The Brazilian Amazon is 100% commanded by Comando Vermelho and the PCC. More than 250 municipalities today are 100% commanded by Comando Vermelho and the PCC. Many people say 'Caiado, are you going to implement the terrorism thesis?' Immediately", said the pre-candidate in an interview during the debate cycle promoted by Amcham (American Chamber of Commerce for Brazil).


In his speech, the former governor commented on international alliances aimed at combating crime.

"It's the only way we'll have to face them in the Brazilian Amazon, today we don't have military police troops to face that territory occupied by Colombian and Mexican factions, in addition to the PCC and the Red Command. We can't occupy the territory without the entire presence of the Air Force, Navy and the Brazilian Army", said Caiado. "We will form alliances with the countries we share borders with and with the United States to combat this. Just as I gave Goiás back to the people of Goiás, I will give Brazil back to good Brazilians", he added.


Framing criminal factions as terrorist groups
The possible classification of the PCC (Primeiro Comando da Capital), CV (Comando Vermelho) and other criminal factions as terrorist organizations has become a central point of debate between the Brazilian Government, foreign authorities and public security experts.


While the United States defends that transnational factions receive this label to facilitate financial sanctions and international cooperation, the MJSP (Ministry of Justice and Public Security) maintains that, under Brazilian law, these groups are criminal organizations motivated by profit, and not ideological terrorism.

According to the Anti-Terrorism Law (Law No. 13,260/2016), terrorism is defined as the practice of acts motivated by reasons of xenophobia, discrimination or prejudice based on race, color, ethnicity and religion.
