The fourth auction of the Eco Invest Brasil program could boost up to R$13.2 billion in investments aimed at the bioeconomy, sustainable tourism and infrastructure. The results were announced by the Ministries of Finance and Environment and Climate Change this Monday (25).


Of the R$13.2 billion, approximately R$9 billion must be invested in the Legal Amazon. The round approved R$3.1 billion in catalytic capital in the main modality.


In total, eight financial institutions participated in the dispute: Banco do Brasil, Caixa Econômica Federal, ABC Brasil, Bradesco, BTG Pactual, Citibank, Itaú and Santander.

In the complementary line of public resources, the approved value reached R$ 2.5 billion.


The Minister of Finance, Dario Durigan, stated that Brazil's investment of 1.9% of GDP in innovation "is not enough" for the private sector and the government together.

According to the minister, the state has a role, and it is necessary to make a good investment and improve the use of qualified labor.


Durigan also stated that "the state does not own the truth" and emphasized the need to recognize the efficiency of private institutions and universities in the economic and financial modeling of the country.


"The state needs to provide catalytic capital and bring financial institutions to make projects viable together with the capacity of the private sector", stated the minister.


The Secretary of the National Treasury, Rogério Ceron, highlighted the billion-dollar movement of resources and the gradual advancement of auctions. "The first edition consolidated the program with advances in the debt market, the second consolidated the recovery of more degraded lands, the third focused on Equity was one of the most important for our trajectory", he said.


The model adopted by the program uses the blended finance strategy, in which the National Treasury grants loans to financial institutions with interest of 1% per year. In return, banks must contribute at least R$3 of private capital for every R$1 of public resources. According to the government, the format allows the amount originally made available by the public sector to be multiplied by four times.


Of the estimated total of R$13.2 billion in investments, R$7.2 billion should be raised on the international market, while R$2.9 billion should come from national investors. In the Legal Amazon, around 90% of the planned resources, equivalent to R$7.9 billion, will be directed to infrastructure projects, including initiatives in energy, sanitation, connectivity and low-carbon logistics.


On the bioeconomy front, the planned resources total R$1.9 billion for socio-bioeconomy actions, focusing on indigenous peoples, traditional communities and family farming. Another R$2 billion will be allocated to bioindustrialization. Projects linked to productive recovery and forest management should receive R$527.6 million, while sustainable tourism will receive approximately R$900 million.


The new round also began to incorporate guidelines from the National Bioeconomy Development Plan. The expectation is to expand the supply of credit for agricultural chains and activities linked to the socio-bioeconomy, especially in areas related to forestry production, biomass, sustainable management and logistics infrastructure in the Amazon.


Despite the approval of the resources, the effective release will depend on the contracting of the projects and validation by an independent financial audit and by a second opinion provider. Consolidated data should be released in the first half of 2028. Until then, operations will be monitored through the public platform Monitor Eco Invest, according to the government.
